* You will collect, process, and maintain information using financial management systems comprising one or more applications (e.g., Standardized Accounting and Reporting System [STARS], Command Financial Management System [CFMS]).

* You will serve as a financial management system subject matter expert (SME) to advise and direct managers and supervisors on technological advances.

* You will monitor an organization's performance using a financial management system (e.g., Standardized Accounting and Reporting System [STARS-FL] or similar system).

* You will generate reports from a financial management system (e.g., Standardized Accounting and Reporting System-Field Level [STARS-FL], Enterprise Resource Planning [ERP], or similar system) to monitor and correct errors.

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

* This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Serving as the Financial Management lead to support the Federal Implementation Plan/Financial Improvement and Audit Readiness (FIP/FIAR) compliance and Audit Readiness requirement; 2) performing duties as the Subject Matter Expert (SME) and financial management functional lead for system initiatives that affect the various processes and financial systems and operations, and for ensuring the fiscal integrity of NAVFACs accounting records; 3) serving as the liaison to the CIO IT team, providing input, oversight, and analyses for modifications, enhancements, alterations, or interface changes to Financial Management systems; 4) acting as SME in DOD/DON Financial Management System (FIS) Operation/Procedures, including but not limited to: STARS-FL, CEDMS, EDA, WAWF, One Pay, DCAS, COBRA, etc. NOTE: THIS INFORMATION MUST BE SUPPORTED IN YOUR RESUME IN ORDER TO BE CONSIDERED QUALIFIED FOR THIS POSITION.
