About the Position: Serves as Information Technology (IT) Program Manager (PgM) responsible for managing the operations and

maintenance (O&M), architectural compliance, and planning and/or overseeing the implementation of long range development and/or

architecture redesign projects for assigned enterprise level Automated Information Systems (AISs) for the U.S. Army Corps of Engineers (USACE),

ACE-IT organization.

This position requires Acquisition Certification.

This is a Critical Acquisition Position. Unless specifically waived by the appropriate Army official, (i.e., the Director of Acquisition Career

Management, the Army Acquisition Executive, or the Secretary of the Army) or if the employee is Grandfathered under 10 U.S.C. 1736(c)(1), the

following are statutorily mandated requirements (Reference: 10 U.S.C. 1732 and 1737):

* Selectee must be an Acquisition Corps (AC) member at the time of permanent selection for the position or have been granted a waiver.

* Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.

In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or

conditions of employment.

This critical acquisition position requires level SENIOR LEVEL III certification in the acquisition career field of INFORMATION TECHNOLOGY.

Responsibilities

* Negotiate Memorandums of Understanding/Agreement (MOUs/MOAs) with USACE stakeholders and/or customers in order to define anddocument system interconnectivity and related dependencies.

* Review, analyze and evaluate system development (e.g. replacement of hardware/software and/or development of new AISs based on emergingrequirements, etc.), progress and performance of AISs contract staff.

* Establish and chair an internal Configuration Control Board (CCB) (determines members based on customer, program alignment and priorities).

* Monitor the burn rate of the contract eliminating non-value added work and associated expenses, and ensures that the AISs IT obligations donot exceed approval authorities.

* Ensure AIS development meets, maintains and/or exceeds all DoD compliance directives in order to meet system Authority to Operate (ATO)requirements.

* Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

* Incumbent must be able to obtain and maintain a SECRET (NCS) security clearance.

* This is an Army Acquisition and Technology Workforce position. The employee must meet DoD 5000.52-M requirements applicable to the dutiesof the position.

* Incumbent is required to submit a Financial Disclosure Statement, OGE-450.

* Temporary duty (TDY) travel may be required up to 15% of the time.

Specialized experience is defined as: 1) Preparing IT budget estimates; AND 2) Performing acquisition support duties (such as drafting

Statements of Work, and conducting source selection activities); AND 3) Monitoring IT contractor performance; OR 4) Performing IT system lifecycle

management (such as migrating information and cloud technology).

All experience areas shall additionally demonstrate each of the following competencies: 1) Attention to Detail, 2) Customer Service, 3) Oral

Communication 4) Problem Solving.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).

qualification requirement using experience alone--no substitution of education for experience is permitted.
