Senior Systems Engineer, Information Systems

The National Democratic Institute (NDI) is hiring a Senior Systems Engineer in Washington, DC. As one of the Senior Systems Engineers, you will work with our customers to deliver IT engineering excellence and support services. As a senior level engineer, you will handle escalated technical problems encountered by our teams and the service desk. You will mentor and train other engineers on new skills and provide leadership to the team.

Reporting to NDI's Senior Manager, you will support the technical and functional administration of NDI's HRIS application such as Infor Lawson and other systems used to support Human Resource information management, Benefits and Payroll administration. You will also develop advanced reports from HR systems using Crystal Reports and assist with database management.

Responsibilities:

Provide IT support related to installation, configuration, monitoring, security related tasks, and maintenance (including patch installation) of HRIS applications and databases in NDI's private cloud (AWS); includes researching for resolution of routine or complex issues

Ensure accurate and timely data flow of the HR/payroll systems; analyze and obtain necessary information from HR/Accounting teams related to practical application of system; document requirements to support design synthesis and system validation while considering technical and end user relationships

Support capacity building by developing user procedures, guidelines and documentation and additional plan for systems changes used to support Human Resources information management and payroll administration

Serve as point-of-contact for HR and Accounting and assist as the subject matter expert to ensuring data integrity, testing of system changes, reporting/query writing, and implementation for process improvement opportunities

Conduct system/network monitoring, backup and recovery services, security measures implementation, capacity management and account maintenance

Qualifications:

* Bachelor's degree (or equivalent years experience) in Computer Science or related field

* Minimum of eight (8) years relevant experience with 2 to 3 years experience with HRIS systems (experience with Lawson preferred), working with Windows/Linux systems, SQL Databases, managing virtual environments and systems

* Experience with an HRIS such as Infor Lawson, Workday, UltiPro or similar highly desired

* Experience in database administration and reporting services such as SQL server, Oracle, MySQL preferred

* Knowledge of HR and payroll processes and data, including eligibility and enrollment rules, and benefit procedures in order to ensure correct and timely implementation preferred

* Knowledge of application programming, database and system design, structure, functions and processes, and database tools

* Knowledge of server operations, data communications and systems analysis and networks

* Ability to communicate technical information clearly and concisely to non-technical users

* Ability to solve problems using analytical skills and document end results

* Ability to establish credibility, build relationships, and partners with team and project members

* Scripting and automating abilities is a plus (Powershell, Javascript, Perl, PHP)
