This position is located in the Office of the Secretary, Office of Financial Management (OFM), Office of Financial Reporting, Internal Controls, and Travel (OFRICT), Travel Management Division (TMO).

The ZA-2 is equivalent to the GS-07/09 grade levels, however is only being advertised equivalent to the GS-09 grade level. The ZA-3 is equivalent to the GS-11/12.

If you are selected for a position with further promotion potential, you may be non-competitively promoted if you perform successfully and if recommended by management.

This position is also being announced concurrently under Delegated Examining Procedures (DEU) vacancy number: OS/OFM-2018-0009. Applicants who wish to be considered under MAP and DE must apply to both vacancies separately.

A one-year probationary period may be required.

This Job Opportunity Announcement may be used to fill other Program Management Specialist ZA-301-2/3 positions within OS in the same geographical location with the same qualifications and experience.

Responsibilities

The individual selected for this position will:

* Develop and recommend courses of actions based on travel related analysis, metrics and research for travel processes and policy compliance in accordance with the Federal Travel Regulations (FTR), Employee Relocation Service Program, Smart Pay Program, and eGov Travel Program.

* Provide administrative support and prepare data calls and briefs for higher management offices and officials.

* Provide customer-centric service to both internal and external customers.

* Professionally and courteously provide correct advice, guidance, instructions, and training on all aspects of travel, develop training materials, and deliver presentations and project status.

Qualifications

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify for the ZA-II or GS-09 level: One year of specialized experience equivalent to the ZA-II or GS-07 level. Specialized experience is all of the following:

* Analyzing and relating variables to various policies and/or specific travel policy issues and making sound recommendations for feasible options.

* Applying travel knowledge to achieve administrative or program objectives.

* Developing and monitoring customer service travel standards.

* Planning, organizing and tracking travel related resources to bring about the successful completion of tasks.

* Providing timely, reliable and accurate service and support for both internal and external customers.

OR

Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree, if related.

OR

A combination of education and experience.

To qualify for the ZA-III or GS-11 level: One year of specialized experience equivalent to the ZA-II or GS-09 level. Specialized experience is all of the following:

* Analyzing and relating variables to various policies and/or specific travel policy issues and making sound recommendations for feasible options.

* Setting clear precedents and procedures and applying travel knowledge to achieve administrative or program objectives.

* Developing and monitoring customer service travel standards.

* Planning, organizing, tracking and managing travel related resources to bring about the successful completion of tasks.

* Providing timely, reliable and accurate service and support for both internal and external customers.

* Representing the organization and presenting controversial travel issues and recommendations orally and in writing.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, if related.

OR

A combination of education and experience.
