This position is located in the Assistant Commandant for C4IT (CG-6), Office of C51 Program Management Office (C51 PMO) (CG-68), C51 Resource Management & Governance Division (CG-682). The C51 Program Management Office (PMO) (CG-68) is responsible for programming, planning, resource management, governance and portfolio management of C51 capabilities for the Coast Guard, in Washington, DC.

Responsibilities

This position is located in the C51 Program Management Office (PMO) (CG-68), Office of Command, Control, Communications, Computers, Cyber and Intelligence Systems (C5I) Program Management (C5I PMO, CG-68), C5I Resource Management and Governance Division (CG-682). You will serve as an analyst for CG-6822, the IT Acquisition Review Branch. CG-6822 is responsible for the oversight of the acquisition and ITAR process for CG-6, serving as the focal point for all CG-6 acquisition and acquisition planning. The office serves as the CG-6 liaison to the Deputy Commandant for Acquisitions (CG-9) for CG-6 acquisition related issues, the CG and DHS ITAR process, and oversight of C5I acquisition planning to ensure sound business and investment decisions, and strategic business planning within and between other Headquarters directorates.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

* Analyzing and evaluating portions of the Information Technology Acquisition Review (ITAR) process for all Coast Guard IT acquisitions and spending in support of the ITAR Coordinator.

* Participating in the analysis and evaluation of USCG IM/IT project implementation plans to ensure adequate resources are available to support all maintenance and logistics aspects before proceeding from the development/ procurement phase to the production/operational phase.

* Participating in providing technical guidance in submissions for all IM/IT related resources.

* Evaluating and assimilates information concerning administrative and program management processes.

* Analyzing and evaluates on a quantitative or qualitative basis the entire or segments of the Information Technology Acquisition Review (ITAR) process for all Coast Guard IT acquisitions sand spending in support of the ITAR Coordinator.

* Assisting with the development and review of sensitive information including pre-decisional and/or embargoed IT budget, workforce and organizational changes.

* Negotiating for the acceptance of agency positions on key Government-wide policy initiatives.

Qualifications

At the GS-11 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS 09 or equivalent) in the Federal service. Specialized experience includes: assists in developing and reviewing information for the IT budget, workforce and organizational changes; assist with negotiating agency positions on key Government-wide policy initiatives; performs analytical and evaluative tasks to participate in support activities; and perform studies in changes of organizational structures or staffing levels requiring labor relations matters.

OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

OR a combination of education and experience.

At the GS-12 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-11 or equivalent) in the Federal service. Specialized experience includes: Developing and reviewing information for the IT budget, workforce and organizational changes; negotiating agency positions on key Government-wide policy initiatives; performs analytical and evaluative tasks to participate in support activities and performing studies in changes of organizational structures or staffing levels requiring labor relations matters.

THERE IS NO EDUCATION SUBSTITUTION AT THE GS-12 GRADE LEVEL.

At the GS-13 - Applicants must possess at least one year of specialized experience equivalent to the next lower grade level (GS-12 or equivalent) in the Federal service. Specialized experience includes: Developing and reviewing information for the IT budget, workforce and organizational changes; negotiating agency positions on key Government-wide policy initiatives; performs analytical and evaluative tasks to participate in support activities; and performing studies in changes of organizational structures or staffing levels requiring labor relations matters.

THERE IS NO EDUCATION SUBSTITUTION AT THE GS-13 GRADE LEVEL.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

This position does not have a positive education requirement. If you are including education on your resume, report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
