This position is located in the Working Capital Fund Branch, Financial Management Division, Strategic Planning Office, DCIO for Business Management and Planning, Bureau of Information Resource Management (IRM/BMP/SPO/FM/WCF) in the U.S. Department of State. The position serves as a Program Analyst in the WCF Branch analyzing, advising on, evaluating and implementing the WCF Branch's most important business and financial management functions and activities.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Responsibilities

Plans, analyzes and evaluates effectiveness of Branch financial management programs and activities, formulates policies and procedures for implementation of WCF spending and procurement functions, provides oversight of financial management activities and recommends program improvements to the Branch Chief.

Evaluates key Branch programs and develops recommendations for organizational changes in consideration of cost effectiveness, organizational impact, productivity and overall conformity to the Bureau's WCF goals and objectives.

Collaborates with Operational Services Centers and A/LM/AQM in developing financial impact analyses on procurement requests and contract actions, assesses monetary impacts and tracks task orders and special obligations to ensure funding availability. Communicates expected impacts to Branch Chief.

* U.S. Citizenship is required.

* Must be able to obtain and maintain a Secret security clearance.

* Incumbent will be subject to random drug testing.

* One year probationary period, unless excepted by regulation.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.

Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

For the GS-12 grade level:

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience planning and analyzing financial management programs and activities.

Experience with the oversight of financial management activities.

Experience evaluating programs and developing recommendations.

Experience serving as a liaison with internal and external organizations.

There is no substitute of education for specialized experience for the GS-12 position.

For the GS-13 grade level:

Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

Experience planning and analyzing financial management programs and activities.

Experience formulating policies and procedures for spending and procurement functions.

Experience providing oversight of financial management activities and recommending program improvements.

Experience evaluating programs and developing recommendations for organizational changes.

Experience collaborating with internal and external organizations in developing financial impact analyses and communicating impact analyses outcomes to senior management.

There is no substitute of education for specialized experience for the GS-13 position.
