As a National Bank Examiner/Bank Examiner (Program Manager), you will assist in the administration of the Examiner Development Committee (EDC) program, including examiner training teams to meet objectives for the examination of financial institutions.

KEY INFORMATION:

* Applicants may apply under OCC's Alternative Location Arrangement for long term travel and will be subject to the provisions of the Alternative Location Arrangements PPM 3110-53.

* The applicant is expected to be onsite at headquarters in Washington, DC a significant amount of work time (up to 50% of the time if the selectee is in an alternative location arrangement).

* If in an alternative location, the applicant is expected to be at headquarters in Washington, DC no later than noon on the first workday, departing no earlier than noon on the last workday and under normal circumstances there should be no travel on Sunday.

* This is a 5 year rotational position. If selected, you will be required to sign a non-bargaining unit Rotational Agreement that details conditions.

Responsibilities

As a National Bank Examiner/Bank Examiner (Program Manager), you will:

* Assist the Senior Advisor for Exams/Examiner Development on the implementation of strategies to ensure that the OCC's examiners are equipped to meet requirements for the OCC's mission to ensure that institutions operate in a safe and sound manner. Apply knowledge and experience in the supervision of financial institutions to assist the examiner development programs and to ensure skills meet bank supervision and agency needs.

* Serve as a technical advisor to OCC management and examiners on examiner development and serve as a national training team resource for bank supervision.

* Plan bank examiner forums to assess effectiveness of examiner development programs and coordinate an annual training needs assessment for bank supervision. Collaborate with OCC senior leaders and managers to establish frameworks for addressing examiner development.

* Meet with managers at all levels to ensure they understand their responsibilities for assuring continuous development of the OCC examiner workforce competency based on changes in banking laws, rules and regulations. Arrange the Committee on Bank Supervision (CBS) presentations and other group presentations. Produce and distribute examiner development committee reports and communications.

* Lead, motivate and develop a staff of employees. Monitor the progress of assignments and evaluate training/developmental needs.

If selected for this position, you will be required to:

* Complete a one-year trial period (unless already completed).

* Complete a background investigation (unless already completed).

* Sign a non-bargaining unit Rotational Agreement not to exceed five years.

* Sign a statement that you are voluntarily leaving the competitive service for a position in the excepted service, if applicable.

* Travel overnight or locally on a frequent basis.

* Obtain and use a Government-issued charge card for business-related travel.

* File an OCC Financial Disclosure Form.

* Complete a financial disclosure review and resolve any ethics issues.

Qualifications

You must meet the following requirements within 60 calendar days after the closing date of this announcement:

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the NB-V band level or GS-11 grade level in the Federal service. Examples of specialized experience for this position include:

* Providing advisory or consulting services to management on bank supervisory operational processes or policies; OR

* Planning, scheduling or monitoring bank supervisory activities;

AND

* Leading and training bank examiners in bank supervision activities.

The experience may have been gained in the public sector, private sector, or through volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
