Manager, Field Operations

Summary: Oversees the day-to-day management of Field Operations' underground crews, as well as contractors, that perform maintenance on Washington Gas' natural gas distribution facilities, including coordinating and managing staff, equipment, tools, and external vendors required to respond to natural gas pipeline emergencies and maintain a safe, reliable, compliant distribution system. Responsibilities extend from the gate station to the customer's meter within specifically designated geographic areas across the Company's service territory that includes the Frederick, MD and Winchester, VA locations.

NOTE: Serves as the on-scene incident commander for the Company's 24/7 emergency response system and must be available as required.

Tasks & Responsibilities:

* Manage the work of Field Operations underground crews in a specified location, including hiring, evaluating, training, performance management, compensating, motivating, coaching, and developing goals and procedures to ensure the achievement of goals; manages in accordance with labor contract(s) specifications and Company policies and procedures.

* Provide safe and reliable service to Washington Gas customers by managing the maintenance activities on the Company's distribution system in compliance with DOT 192, state/local mandates, and company Operating Manuals.

* Manage staff and contractor resources required to respond to and remediate emergencies for above and below ground leak; 'no gas' complaints; carbon monoxide investigations and damages to Company facilities.

* Responsible for effectively communicating safety/quality messages and training to achieve a safe, productive work environment and establish a safety culture.

* Utilize Incident Command procedures when acting as the on-scene incident commander, maintaining public and employee safety.

* Responsible for all change management activities associated with the implementation of new processes and technologies for Field Operations to ensure assimilation and drive productivity/efficiency gains.

* Responsible for budget development, forecasting, reporting and reconciliation.

* Responsible for completing all maintenance of the Company's distribution system within established compliance deadlines, as well as collaborating with colleagues to prioritize replacement/construction projects.

* Responsible for maintaining equipment and materials that are properly calibrated to respond to emergencies and perform maintenance tasks.

* Collaborate with internal and external audiences to review and evaluate the effectiveness of existing programs, guidelines, systems and services within Field Operations.

Skills & Abilities:

* Bachelor's degree in business, engineering, or a related field strongly preferred and a minimum of 7 years of experience in the utilities and/or contractor fields.

* In lieu of a Bachelor's degree, four additional years of directly related experience may be substituted; or an Associate's degree and 6 additional years of directly related experience.

* Total required experience must include a minimum of 3 years of supervisory or team leadership experience.

* Experience supervising employees working under a union labor contract preferred.

* Working knowledge of Federal, including DOT Part 192, state and local regulations for emergency response and maintenance of natural gas distribution systems.

* Proven ability to use computer software and applications, including Microsoft Office, to share, retrieve, research and present business information.

* Demonstrated ability to serve on call for a 24 hour emergency response.

* Demonstrated ability to present ideas logically and concisely to diverse audiences at all organizational levels, both verbally and in writing.

* Demonstrated ability to establish rapport and effective working relationships with business partners, supervisors, subordinates, and peers.

* Demonstrated ability to make decisions quickly and effectively and to redirect resources to meet ever-changing business situations.

* Demonstrated ability to make quick and valid decisions based on limited data in response to emergency situations.

* Demonstrated ability to perform with a high degree of flexibility and resourcefulness.
