This position is location negotiable (DC or Atlanta) once selection is made. Salary is determined once the selectee's duty location has been established; must be within commuting distance from GSA central (DC) or regional office (Atlanta).

As a Lead IT Specialist, you will provide expert advice and technical input on the development and delivery of complex technical IT, telecommunications solutions, to meet the information technology (IT) requirements of current and potential ITS customers.

This position is located in the General Services Administration, Federal Acquisition Service, Information Technology Category, Office of Telecommunications Services.

GSA's Office of Information Technology Category (ITC) provides access to private sector IT & telecommunications solutions for federal, state & local government agencies. ITC works with federal agencies, OMB & industry to create common solutions for IT services, hardware, software, telecommunications, cyber security, & identity management. 98% of federal agencies use ITC solutions. ITC works with the Office of Federal Procurement Policy & the Office of the Federal Chief Information Office to develop & implement acquisition and technology initiatives

such as strategic sourcing, category management, cloud, cyber, enterprise licensing agreements for software, desktop configurations, & data center optimization.

Major Duties:

* Serve as Senior IT technical project expert in the Network Services Program (NSP). In this role, you will provide expert advice in the IT area to client Federal agencies in two or more of the following IT specialties: data management, network services, systems analysis, systems integration, systems administration, applications software/hardware, customer support and/or security.

* Act as a mentor to IT Specialist trainees and/or other IT Specialists still in the developmental progression in an effort to provide technical advice and guidance.

* Support program development, database administration and management, coordination as well as reporting duties required to carry out the delivery of complex narrowband and broadband telecommunications systems, facilities, equipment and services.

* Manage the lifecycle process of delivering systems, facilities, equipment and services including design, planning, procurement, implementation and control.

* Manage IT systems, facilities, equipment and services include the management of communications among all stakeholders (including upper management), scope management, schedule management, cost management, risk management and integration management.

* Develop customer agency IT requirements for voice, data, and video including but not limited to the following: IP based services including IP VPN, and VoIP; Security services including managed firewall, intrusion detection and prevention, tiered security and

anti-virus management; Special services including land mobile radio; Application services including audio-conferencing, tele-working solutions; call centers, web conferencing, dedicated hosting, video teleconferencing, unified messaging; Access services including wire-line

access, broadband access, wireless access and satellite access; Optical services including synchronous optical networks, wavelength and dark fiber; Narrowband and broadband services including voice, circuit switched data, toll-free, private line, frame relay, ATM and Ethernet

services. Requirements may be based on function, performance or detailed design.

Occasional travel - Travel may be required to attend conferences and/or training.

The GS-13 base salary range starts at $75,628.00 per year. Locality pay (which is in addition to base pay) will be determined based on geographic location of the duty station.

To qualify, you must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. To qualify, you must demonstrate 1 year of specialized experience equivalent to the GS-12 level in the Federal service.

Applicants applying for the GS-13 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-12 level in the Federal service as described below: IT SPECIALIST COMPETENCY REQUIREMENTS:

SPECIALIZED EXPERIENCE: Specialized experience is experience within an IT, telecommunications or network services organization providing services to internal and external customers including: maintaining positive relationships with external and internal organizations, reviewing requirements; participating in IT, telecommunications and network services planning and industry analysis; analyzing requirements in IT, telecommunications and network services, evaluating and resolving problems in IT, telecommunications and network services and analyzing findings and making recommendations on substantive programs; reviewing and preparing technical and pricing reports and contract documents; having substantive IT, telecommunications and network services acquisition experience including: vendor negotiation, reviewing contract clauses and service level agreements, and vendor evaluation.
