This position is located within the IT Security Office (ITSO) of the Department of Technology Services. As security IT Specialist, the incumbent must 1) have a strong background in cyber security and a proven successful record leading cyber threat intelligence collection and analysis; 2) have experience leading threat intelligence activities such as, developing multi-discipline intelligence collection plan; and developing relationships with other government and industry partners.

Responsibilities

* Providing on-site support to cyber intelligence analysts in submitting requirements to the appropriate Commercial Industry, Other Government Agencies and Intelligence Community (IC) agencies for Human Intelligence (HUMINT) collection, Signal Intelligence (SIGINT) collection, Geospatial Intelligence (GEOINT) collection, Measurement and Signature Intelligence (MASINT) collection, and Open Source Intelligence (OSINT) collection as it relates to the Cyber Domain.

* Identifying unsatisfied and new intelligence requirements in collaboration with other analysts in the Judiciary SOC, AO Program Offices and Court Unit Security Personnel.

* Researching, developing, drafting, coordinating, monitoring, and tasking collection requirements via one or more of the SOC operational subsystems.

* Preparing and briefing cyber intelligence analysis to provide customers and key stakeholders with a critical understanding of the cyber threat.

* Identifying cyber threat trends and proposing new or revised analytical efforts to support new developments. Taking the initiative to recommend innovative solutions to improve judgments of cyber adversary intent, and capability and opportunity analysis, and identify reliable indicators of future activity.

* Integrating intelligence and information from defensive operations and other government organizations and generates requirements to mitigate or remediate new and emerging threats to networks.

* Building liaisons and coordinating with other government agencies and industry partners to expand situational awareness and facilitate collaboration.

* Managing and modernizing the threat intelligence collection and analytic platforms utilized within the Judiciary, and evaluating new technologies for future integration.

Qualifications

Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Basic Requirements: You must have Information Technology (IT) related experience which demonstrates proficiency in each of the following competencies:

* Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

AND

Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate ALL areas defined below:

(1) Providing cyber security threat intelligence expertise; AND

(2) Leading intelligence analysis activities such as planning, collecting, processing, producing, and disseminating information about malicious actors.
