This position is located in the Office of the Chief Financial Officer (OCFO), Budget Division (BD), Budget Execution and Control Branch (BECB) in the Office of the Administrator (OA) Food Safety and Inspection Service (FSIS), United States Department of Agriculture (USDA), Washington, DC.

Responsibilities

* Advises on all phases of budgeting to the program managers and staff relative to the budget submissions.

* Executes annual and multi-year budgeting in support of nationwide Agency goals and objectives.

* Processes budget related inquiries and recommendations from outside the Agency, including the Office of Management and Budget (OMB) and the General Accountability Office (GAO).

* Formulates written justifications for multi-year programs, personnel, and operating support.

* Develops detailed strategic materials and background documentation for presenting major changes in the Agency's budget as part of the overall presentation of the Agency's budget to higher administration of the Office of Management and Budget (OMB).

* Administrative and technical oversight of a propriety financial report tool.

* Systems administration and providing substantive quantitative analysis to support the leadership, direction, policy formulation and administration of comprehensive data and financial management programs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:

Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.)

You will need to have completed 52 weeks of specialized experience at the GS-12 grade level under independent and regular responsibility in work performing budget administration duties requiring complex review and analysis, comparing and presenting figures in current estimates of funding with prior years expenditures and preparing justifications, formulating budget estimates and preparing budget justifications, and presenting and submitting findings to higher level review. You must demonstrate an expert knowledge of all phases of the Federal budget process to be able to formulate budget estimates for the Agency and possess a mastery of, and skill in applying the concepts, principles, practices, laws and regulations of budgeting and/or finance for the management of large and complex national programs.

Time-In-Grade: Applicants must have 52 weeks of time-in-grade at the next lower grade level (or its equivalent).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
