This position is open to all U.S. Citizens or U.S. Nationals. An agency may appoint a non-citizen provided that:

(i) The Pathways Participant is lawfully admitted to the United States as a permanent resident or is otherwise authorized to be employed; and

(ii) The agency is authorized to pay aliens under the annual Appropriations Act ban and any agency-specific enabling and appropriation statutes.

Applicants must be available to work in Washington, DC for a specific period of time or work hours.

Successful applicants are placed in a 1-year developmental program at the GS-9 level with the potential to lead to a civil service career in the Federal Government. At the successful conclusion of this program you may be eligible for non-competitive conversion to a Federal career or career-conditional position (promotion potential to GS-11 level).

Responsibilities

As a participant in the Pathways Recent Graduates Program, you will receive both formal and on-the-job training to develop the required knowledge and skill to successfully perform the duties of the position. Those duties will include:

* Analyzes and forecasts for customers such as the agency, private industry, and the public their demands for goods and services and for changes in nature, type, and cost of goods and services.

* Analyzes, monitors, and tracks expenses and net operating result of assigned areas to insure sufficient, proper distribution and utilization of funds throughout the execution phase of the annual budget.

* Analyzes and assembles data for the coordination, development, justification and submission of NZP's annual trust and federal budgets and five-year projections.

* Evaluates and submits trust and/or federal monthly reconciliation reports detailing appropriations, revenues, encumbrances, expenditures, and available balances. Identifies discrepancies and/or errors within the quarter the error occurred.

* Reviews and edits budgets, actual cost versus proposed estimated cost, and variances submitted.

Program Requirements: An individual may apply for a position in the Recent Graduates Program only if the individual's application is received not later than 2 years after the date the individual completed all requirements of an academic course of study leading to a qualifying associates, bachelor's, master's, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.

A veteran who, due to a military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon his or her release or discharge from active duty. In no event, however, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.

Qualifications

Experience:

You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-7 level in the Federal service or comparable pay band system related to the work of this position. This specialized experience is defined as performing budget administration activities, preparing budget reports and estimates, analyzing financial data and collaborating with program personnel on a variety of budgetary matters.

Or Education:

Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related

Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.
