This position is open to current FDIC permanent employees.

This position is located in the Legal Division, Supervision and Legislation Branch, Consumer Section of the Federal Deposit Insurance Corporation.

Salary reflects a pay cap for this position of 273,400.

FDIC Executive Managers (EM) are not in the Senior Executive Service (SES). As an EM at the FDIC, you will provide executive leadership and managerial direction over substantive activities related to planning, developing, executing, and coordinating the Corporation's programs and policies.

Responsibilities

* Responsible for, and oversees, the preparation of legal opinions and guidance to the Board of Directors, Division Directors, and staff of the Division of Depositor and Consumer Protection (DCP), as requested, in connection with consumer compliance and enforcement laws and regulations.

* Counsels and advises DCP management on legal issues related to the consumer supervisory functions of the FDIC. Keeps the Deputy General Counsel (Supervision and Legislation Branch) informed as to key legal developments and projects in the consumer compliance and enforcement area and coordinates appropriately with the Deputy General Counsel on these matters.

* Works closely with the staff members of the Consumer Financial Protection Bureau, the Federal Reserve Board, other FIRREA agencies, and other departments and agencies as needed, and performs in a leadership role in such activities, including representing the Legal Division in inter-agency negotiations on depositor protection and consumer issues.

* Works closely as appropriate with Federal and State bank supervisory officials on legal problems arising from FDIC open bank consumer compliance, examinations, and enforcement functions.

* Supervises subordinate managers and staff in headquarters and the open bank legal regional/area offices and ensures overall quality of work products in the section.

* Oversees coordination efforts of subordinate managers or units' staff with other offices and divisions within FDIC, including in the preparation of written and oral briefings on open bank legislative, regulatory, compliance, examination, enforcement, civil rights, consumer protection, and administrative proposals for FDIC senior management.

Qualifications

Basic Qualification Requirements:

Active member of the bar.

ADDITIONAL REQUIREMENT: In addition to meeting the Basic Qualification Requirements, applicants must have additional specialized experience as defined below:

Candidates must possess one year of specialized experience equivalent to at least the GS/CG-15 level. Specialized attorney experience is possession of public and/or private legal experience which provided:

1) Experience in federal consumer protection laws, regulations and policy statements applicable to insured depository institutions and non-bank financial service providers.

OR

2) Experience in strategies and procedures applicable to administrative or civil enforcement actions related to financial service providers.
