We are currently seeking an Acquisition Analyst to work with our client in Washington, DC. This position will be working in support of the Department of Homeland Security.

Details:

Supporting a small team as the Acquisition Specialist to provide acquisition lifecycle governance, planning, and execution support to program managers within a DHS Component major and non-major acquisition programs.

Supports the OIPA team in the following areas:

  • Acquisition Workforce
    • Identify and monitor certification and skill deficiencies across acquisition workforce
    • Support programs with acquisition program staffing plans


  • Data and Reporting
    • Represent ICE to the governance board
    • Report acquisition related topics (INVEST/CPARS/APFS) to several entities


  • Acquisition Policy
    • Oversee ICE-wide Acquisition processes and procedures
    • Analyze policies generated outside of OIPA within the Directorates of ICE


  • Support Governance and Oversight
    • Identify Acquisitions requiring oversight and support
    • Lead acquisition governance and oversight activities




  • OIPA is the primary resource for ICE employees to obtain information about Acquisition and Program Management certification. When an employee expresses interest in the certifications, we provide one-on-one support to learn more about the employee and his/her professional goals.


  • OIPA works with Program Managers (PM), Program Management Offices (PMO), and other acquisition stakeholders to guide programs through the Acquisition Lifecycle Framework (ALF). OIPA support, governance, and oversight activities focus on:
    • 1) early investment identification and engagement;
    • 2) support throughout the ALF;
    • 3) leading acquisition governance and oversight activities, and facilitating engagement with the DHS CAO, DHS Acquisition Review Board (ARB), DHS PARM, and other acquisition stakeholders; and
    • 4) documenting decisions and actions through Acquisition Decision Memoranda (AD)




  • OIPA conducts ICE-wide Acquisition Program Reviews (APR).
    • Identify programs/investments in the Investment Evaluation, Submission, and Tracking (INVEST) system to deliver presentations at the APR.
    • The APRs serve as the way to fulfill the requirement in the DHS Instruction 102-01-001 Acquisition Management that the CAE conduct a review of all ICE acquisition programs.


  • OIPA reviews ICE’s acquisition policy and will update ICE’s policies around acquisition governance and reporting



Requirements:

  • Bachelor’s Degree or 6 years of experience
  • Active DHS Suitability
  • 5 years’ experience working in support of a Federal Government Agency Acquisition PMO - Experience supporting Program Management Offices, on federal government client sites (PMOs) and Program Managers for acquisition governance
  • Strong understanding of the acquisition lifecycle – either DHS Acquisition Management Directive 102-01 or DOD 50002
  • Distinguishes between procurement/contracting lifecycle, and the acquisition lifecycle
  • Strong writing skills with experience reviewing and editing acquisition documents, for example (Alternatives Analyses, Acquisition Plans, Acquisition Program Baselines, Operational Requirements Documents, Concept of Operations, and Integrated Logistics Support Plans)
  • Ability to write monthly reports for large complex programs
  • Understanding of the Federal Planning, Programming, Budget, and Execution (PPBE) process
  • Preference will be given to those with high level industry certifications at level 2 (e.g., DAWIA (Acquisition/Contracts/PM, PMP, NCMA, etc.)
  • Excellent client relationship management skills required
  • Excellent oral and written communication skills required
  • Strong consulting and analytical skills required
