California Rail Builders, LLC is a joint venture of Ferrovial-Agroman US Corp and Griffith Company. The joint venture is a special purpose entity that has come together to build the foundation for California's High-Speed Rail service. The project is located within the counties of Tulare and Kern, and the cities of Shafter and Wasco. The project alignment will extend approximately 22 miles in length. Major work elements include construction of at-grade, retained fill, and aerial track sections.

The Procurement Coordinator is responsible for carrying out the purchasing programs and procedures under the direction of the Project Controls Manager.

Duties include:

* Create list of potential suppliers and subcontractors according to the project needs

* Obtain quotes from subcontractors and suppliers

* Prepare comparative reports of costs

* Communicate with vendors and liaising with our legal team in preparing draft contracts and related materials

* Coordinate with the construction team on the daily project procurement needs

* Follow the procurement plan/policy created by the Management team

* Interpret and apply policies, laws, and regulations pertaining to procurement

* Analyze performance and workload data and develops and implements procedural changes, new methods, or automated systems as appropriate, in order to increase efficiency and cost-effectiveness of the purchasing, under the Procurement Manager supervision

* Determine purchasing needs, legal requirements, and product specifications in coordination with other Departments, and to share information about cost and availability, vendor qualifications, and current technology

* Develop standardized specifications for the purchasing of commodities used by several departments

* Prepare of RFQs, RFPs (including Scope of Work, bill of quantities, contract attachments, appendixes, etc.) in coordination with other Departments.

* Review bids, contracts, and purchase orders to ensure clarity and coordinate other departments' revision to expedite the procurement process

* Ensure maintenance of appropriate documentation and records

* Researches market conditions and new products

* Negotiate with vendors regarding purchase requirements, prices, trade and cash discounts, deliveries, current product development, and submission of bids

Requirements

* Bachelor's degree (B. A.) from four-year college or university; or one to two years related experience and/or training; or equivalent combination of education and experience

* 5 (five) years of Procurement experience

* 3 (three) year of construction experience

* Ability to write routine reports and correspondence

* Ability to speak effectively before groups of customers or employees of organization

* Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists

* Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form
