About the Position:

Employees occupying these positions will provide emergency support to disaster stricken areas throughout the US Employee must pass a stringent medical screening and be prepared to live and work in extremely austere conditions. Work schedule will initially be arduous, with much overtime. Sleeping arrangements may be limited to using a sleeping bag or in the vehicle used to move from location to location. The duty station for pay purposes for these positions is Kennewick, WA.

Responsibilities

* Interpret Engineering Regulations, Federal Emergency Management Agency (FEMA) regulations, appropriate laws, and other guidance from higher authorities related to military, civil works, that revolve around natural disaster or emergency funds.

* Review Corps of Engineers Financial Management System (CEFMS) for appropriateness.

* Reconcile cost data to other related segments of (CEFMS) such as the general ledger, subsidiary ledgers, manual and automated reports.

* Resolve difficult technical accounting problems which require coordination between segments within finance and accounting, other district offices and Headquarters systems developer and accounting staff.

* Review accounting procedures to assure adherence to generally accepted accounting principles and other regulatory guidance from higher authorities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Accounting Series, 0510:

BASIC REQUIREMENTS:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours or credit in business law. (The term "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting or equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g. 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Experience supporting natural disaster or emergency fund accounting activities; utilizing Financial Management Systems such as Corps of Engineers Financial Management Systems (CEFMS); and evaluating the impact of procedural and systematic changes on the overall accounting operations in disaster stricken areas. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9).

Education

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
