The Virginia Beach Department of Public Health (VBDPH) seeks a highly-skilled and engaging personnelist to serve as VBDPH's next Personnel/HR Analyst! VBDPH is one of 35 health districts of the Virginia Department of Health (VDH). It is a single municipality district with 125 employees. The HR Analyst fulfills an essential role at VBDPH, serving as the lead Human Resource liaison between the district, VDH Central Office, and the City of Virginia Beach, and reporting directly to the Business Manager. The HR Analyst performs analysis of trends, data, and jobs, interpreting and applying state, city, and local policies and regulations in support of the district and its employees. The position supervises one HR Assistant (Program Support Tech) and is expected to understand and model all VDH administrative policies and procedures. The supervisor serves as the VBDPH policy expert, providing advice and interpretation of HR policy, assisting staff with questions regarding benefits and providing guidance and assistance with employee relations issues. The incumbent ensures adherence to all applicable laws concerning Workers' Compensation and FMLA. The HR Analyst works closely with the supervisory staff and managers to support the employee recruitment process and to perform position compensation and classification analyses, as well as the initiation of background investigations. The position oversees the new employee onboarding process and connects new employees with the required orientation and training resources. The incumbent also supports the Business Manager by maintaining highly accurate personnel records, reviewing state wage payroll and the Agency Procurement Plan, and drafting local policy.

Minimum Qualifications

The successful candidate will have the following qualifications: Demonstrated knowledge of human resources management principles and practices. Expert knowledge of FLSA, FMLA, FOIA, EEO, WC, and VSDP. Excellent oral and written communication skills. Ability to manage challenges, conflicts and disputes in an effective, constructive manner for positive outcomes. Ability to mediate and to maintain absolute confidentiality. Ability to effectively work independently toward the betterment of the team, and to accept direction and delegation. Ability to train and present in a corporate setting. Ability to perform research, analyses, and reports. The applicant must be proficient in MS Office Suite and must demonstrate precise attention to detail.

Preferred Qualifications

Bachelor degree or higher in human resource management, public administration, human relations, or a related field. SHRM and/or PHR certification. Experience working in the public sector and a passion for public health. Experience training in a corporate environment and administering benefits programs.
