The purpose of this position is to perform independent and expert level technical accounting analysis and functions to produce complete and accurate financial statements in accordance with governmental generally accepted accounting principles (GAAP); interpret and apply financial accounting standards and assist in the development of the Comprehensive Annual Financial Report (CAFR) for the City; provide consultation to internal and external customers and advice to less senior and less technical staff. Serve as a representative to the auditors during the financial statement audit.

Position Status: This is a full-time, regular, exempt position.

Work Schedule: The schedule for this position is M-F, 8:00 am to 5:00 pm

Union Status: This position is non-union.

Functions

* Interpret and explain financial-related data to managers and non-financial staff. Serve as a resource for departments, primarily those with enterprise funds transactions, when questions arise and process accounting requests. Interpret the principles of the Governmental Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB). Continuously examine, recommend and implement current processes for efficiencies

* Prepare fund financial statements to be presented in the annual CAFR, including cash flow statements, management discussion and analysis; prepare Governmental Accounting Standards Board (GASB) adjustment. Prepare State Auditor's Office (SAO) schedules, business conversion, notes to the CAFR, and assist the accounting manager in updating of reports used in the production of the CAFR. Assist with annual audit by the SAO.

* Perform fixed asset accounting, including expenditure analysis and invoice audit for eligible capitalization. Collaborate with departments' engineers/analysts on project set ups and closures. Prepare adjustments for retired, abandoned or impaired assets. Perform reconciliation between General Ledger and Fixed Asset system for projects; audit invoice transactions against closure memos. Capitalize contribution assets, land, and easements.

* Develop allocation plans and calculate true-ups by analyzing budgeted amounts to actuals. Gather, organize, and analyze data. Partner with departmental analysts and/or managers. Discuss and present cost plan to departments; maintain documents to justify the cost plans to the state auditors. Make improvements to plans in order to minimize year-to-year fluctuations.

* Review and analyze fund financial transactions that include identifying unusual fluctuations and ensuring reasonableness, accuracy and completeness; perform routine and complex reconciliation of accounts and subsidiary ledgers, verify and testing financial data and making corrections as needed. Analyze prior year to current year actual and budgeted amounts; explain and/or comment on material variances.

* Review and approve journal transactions and inter-fund transfers received from city department analysts. Perform calculations and allocations of facility and grounds direct and overhead costs; perform warehouse inventory reconciliation and adjustment; process transfers; process overtime billing request calculations. Perform routine and complex reconciliation of general ledger account activity and balances from subsidiary ledgers and external systems; including the reconciliation between systems.

* May be required to perform notary duties.

* Perform related duties and responsibilities as assigned.

Minimum Qualifications

Experience

* Four (4) years of related experience in accounting/finance, grant, and/or governmental accounting.

Education

* Equivalent to a Bachelor's Degree with major course work in finance, accounting, business administration, or a related field.

Equivalent combinations of education and experience may be considered.

Computer Skills

* Proficiency in an automated financial system, preferably Workday Financials or similar software.

* Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.

Required Licenses and/or Certifications

Possession of:

* Certified Public Accountant (CPA) preferred

Knowledge

* Government accounting principles and practices;

* Generally Accepted Accounting Principles (GAAP) requirements and Budgeting, Accounting, and Reporting System (BARS) knowledge

* Financial research and report preparation methods and techniques

* State and Federal audit requirements

* Federal circulars

* Understand internal control structures both manual and computerized

* Pertinent federal, state and local laws that pertain to public finance and fiscal operations

* Modern office procedures, methods and computer equipment

* Use of personal computers and basic software

Abilities

* Present in public on financial information to both internal and external parties at the highest level

* Document systems and assess strengths, weaknesses, and any compensating controls

* Provide strong organizational and customer service skills

* Work in a fast paced, deadline oriented environment

* Follow through on assignments and meet deadlines

* Work occasional evenings and/or weekends

* Work effectively both independently as well as in a team environment

* Communicate clearly and concisely, both orally and in writing

* Mentor less experienced accountants effectively in all aspects of accounting

* Operate a personal computer and appropriate software

* Work in a manner consistent with the City of Vancouver's Operating Principles

* Work and act as a team player in all interactions with other City employees

* Provide a high level of customer service at all times
