FARM SERVICE AGENCY (FSA) COUNTY EMPLOYEES: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.

Responsibilities

This position is assigned to the Risk Management Agency, Deputy Administrator for Insurance Services, Risk Management Regional Office, located in VALDOSTA, GA.

Major Duties:

* Examine acreage, yields, participation rates, loss ratios and loss costs to evaluate program performance and effectiveness.

* Utilize agricultural principles, concepts, methods and practices to review existing crop insurance programs effectiveness and to ensure program integrity.

* Conducts research and statistical analyses to support the development and evaluation of crop insurance programs.

* Serves as Agency liaison in/for activities designed to deliver outreach and risk management education to the public regarding the crop insurance program.

Travel Required

Occasional travel - Approximately 5-10 percent travel is involved in connection with the performance of these duties.

BACKGROUND INVESTIGATION AND FINGERPRINT CHECK: Selection and retention in this position is contingent upon a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

Qualifications

Applicants must meet all qualification requirements by 11:59 p.m. EST on the closing date including time-in-grade restrictions and experience as defined below:

Time-in-grade: Applicants who have held a General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restrictions. Applicants must meet one year at the next lower grade level to be considered for the next higher grade.

1 year at the GS-07 grade level for consideration at the GS-09 grade level.

1 year at the GS-09 grade level for consideration at the GS-11 grade level.

You may start at the GS-9 level is you have one of the following qualifications:

* Two full academic years of progressively higher level graduate education or masters or equivalent graduate degree from an accredited college or university with a major in a field of study in agriculture, agricultural economics, farm management, agronomy, horticulture, economics, law, or any other field directly related to the position to be filled. OR

* At least one full-time year (12 months) of specialized work experience equivalent in difficulty and responsibility to the GS-7 grade in the Federal service. Specialized experience for the GS-09 Risk Management Specialist includes demonstrating fundamental knowledge of programs, policies, procedures and regulations applicable to agriculture, farming practices, risk management, insurance, reinsurance and/or their interrelationship with data quality management, validation reporting, and/or underwriting. It also includes fundamental knowledge of, and skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems of a procedural or factual nature; assisting in assessing the effectiveness and efficiency of program systems and operations; and making recommendations for improvements. OR

* Less than the full amount of graduate education and less than the full amount of experience but I have a combination of graduate level education and specialized experience. Only graduate education in excess of the first year (18 semester hours) may be combined with experience.

You may start at the GS-11 level if you have one of the following qualifications:

* Three full years of progressively higher level graduate education or a Ph.D. or equivalent doctoral degree from an accredited college or university with a major in a field of study in agriculture, agricultural economics, farm management, business administration, economics, law, or any other field related to the position to be filled. OR

* At least one full-time year (12-months) of specialized work experience equivalent in difficulty and responsibility to the GS-9 level in the Federal service that demonstrates a practical working knowledge of a range of concepts and principles, relating to agriculture sciences, management, insurance principles, risk management, statistical analysis, and actuarial/underwriting subjects, programs, policies, procedures and regulation applicable to agriculture. It also includes demonstrating knowledge of, and skill in applying and adapting analytical and evaluative techniques and methods to assess the effectiveness and efficiency and productivity of program systems and operations; and making recommendations for improvements. OR

* A combination of graduate level education and specialized experience. Only graduate education beyond the second full year (36 semester hours) may be combined with experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards. You may submit an unofficial copy of the transcript at the initial phase of the application process; however, if selected, you will be required to submit official transcripts prior to entering on duty.
