Duties and Responsibilities

Position requires knowledge of departmental and central accounting policies and systems for the State of Florida with respect to Cash Receipts.

Performs professional work assisting in the implementation and maintenance of an ongoing financial management function. Coordinates Department and across state agency, needed tasks and project implementation as well as monitoring.

Serves as the team leader and performs extensive analysis, monitoring federal assistance benefit recovery processes. Including assignments involving research, data interpretation and analysis, preliminary recommendation and report preparation for program. This includes but not limited to include interest, investments, nonoperating transfers as well as general ledger accounting. Experience with remote deposit processes and banking practices for check and credit card processing.

Completes the analysis and creation of the Federal Interest Refunds monthly (VLDIN).

Plans and conducts studies of problems and procedures, gathers and organizes information on problems and procedures, analyzes data gathered and develops solutions or alternative methods of proceeding. Such as assisting management in preperation of manuals and training workers in the use of new forms, reports, procedures, systems and equipment according to organizational policy. This includes but not limited to creation of the Trust Fund book, trust fund information page maintenance and Fee Trust Fund schedule 1 reviews.

Coordinates and monitors technology and data gaps, needs, and uses to all pertinent organizational units within and outside of the Department.

Develop and reviews programs, services, forms and reports and confers with management and users to identify problems and improvements. Develop, implement and maintains Revenue Management's Chart of Accounts, as well as, set up and maintenance of Chart 8 using the GRANTS System.

Coordinates and monitors Legislative and Department of Financial Service's rules, regulations, and policies as well as applicable Federal financial rules, reporting requirements, and data needs in light of State and Federal regulations. Interprets and/or evaluates compliance with laws, regulations and policies and procedures.

Serve as a backup to perform work assignments involving the preparation of weekly transactions for cash draws through the federal Payment Management System (PMS) and other like systems, completes FLAIR entries to cover the Departments cash flow needs. This also includes preparing the quarterly federal FS-425 financial report to reconcile all draws made to the federal grants for each account. Serve as a backup to provide the daily cash need report to financial management and staff.

Serves as a backup to perform work assignments involving preparing of daily liquidation and investment transactions through the Department of Financial Services Treasury Special Purpose Investment Accounts (SPIA).

Assist in fee accrual creation and posting.

Communicates policy and budgetary impacts to management for all variances from expected outcomes as a result of implementation or changes to the Approved Operating Budget, Program contracts and compliance, Federal cash management.

Serves as a team member monthly cash forecast performance reports.

Performs other related duties as assigned.

Preference will be given to those candidates who also have strong data skills including the use of Microsoft Excel, ACCESS, and any other data management / reporting system including data bases and query language like SQL.
