POSITION DESCRIPTION: Provide quality control activities of transportation data and business processes under the Transportation Data and Analytics Office. These quality control activities include discovering inconsistencies, performing data cleansing, improving quality, improving timeliness, maintaining reliability, and improving accessibility to establish a high confidence level of Department data and business processes. Develop and perform data statistical analysis, data gap analysis, comparative analyses, geospatial analyses, and identify data validation edit routines, reports, business processes, applications, Geographic Information Systems(GIS) data, maps, Straight-Line-Diagrams, Key Sheets, and other data products provided by the TDA Office. These activities must be performed through automated, manual, or through other accepted means as directed by the supervisor.

Assist the statewide quality assurance coordinator administer, facilitate, coordinate, analyze data and processes, prepare, establish governence, and perform the Transportation Data and Analytics Office Quality Assurance Monitoring activities that include maintaining and coordinating the Quality Assurance Monitoring Plan and its content, performing the Quality Assurance Review process and performing the District Quality Evaluation process.

Perform coordination of the Transportation Data and Analytics Office (TDA) State Highway System Transportation Assets imagery archive database and its supporting applications. Respond to Department stakeholders and user needs by providing and coordinating photo and video log images from the database. Coordinate and support maintenance activities of the imagery application and archive database with the ASST SEC INTERMODAL SYST DEV / STATE TRANS DEVELOPMENT ADMINISTRATOR. Analyze and evaluate the quality and effectiveness of photo video and narrative data collected. Maintain relative or positional accuracy of video log images as related to the State Highway System data in the Roadway Characteristic Inventory.

Perform TDA data program governance training activities that include developing, administering, scheduling, assessing needs, providing guidance on data collection methods and techniques of the TDA office. Support development of procedures, handbooks, computer-based training, and the provision of formal and informal training.

Respond, coordinate, and provide information to TDA data collection guidance requests, straight line diagrams, imagery, and data in a timely manner.

KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of engineering principles associated with transportation data. Knowledge of principles of performance management or quality control systems. Knowledge of mathematics or statistical principles for data analysis. Knowledge of practical applications of the principles of highway engineering and applicability to visual and audio data collection practices. Knoweledge of LiDAR and/or Photogrammetry. Skill in developing working relationships. Skill in the use of personal computer (PC) software Microsoft 2013 Word, Excel and Access. Skill at digital video processing, imagery processing, post-production, quality control and analysis. Ability to learn mainframe software. Ability to use logic and analysis to identify the root causes of problems. Ability to communicate effectively in writing and orally. Ability to read and interpret maps and/or technical diagrams. Ability to use mapping and GIS tools, and other advanced computer applications. Ability to prepare detailed, accurate, and well written reports. Ability to prepare professional reports relative to data collection project management. Ability to read and interpret maps and/or technical diagrams. Ability to plan, organize and coordinate work assignments with high attention to detail.

MINIMUM QUALIFICATIONS: A bachelor's degree from an accredited college or university with a major in engineering, mathematics, surveying, or geographical information systems with two years of experience in the related fields. A master's degree from an accredited college or university in engineering, mathematics, surveying, or geographical information systems can substitute for one year of the required experience. Professional or nonprofessional experience in engineering, mathematics, surveying, or geographical information systems as described above can substitute on a year-for-year basis for the required college education.

Overnight travel is required to perform FDOT District site visits.
