Responsibilities

The successful candidate will serve as Senior FFRDC Program Advisor embedded within Aerospace's team supporting the Office of Projects, Planning and Analysis (OPPA) with NOAA's National Environmental Satellite, Data and Information Service (NESDIS). In this role, the successful candidate will provide systems engineering and program management advice and assistance is support of a portfolio of environmental satellite projects. The position will be based in Silver Spring, MD. Occasional travel is required.

KEY FUNCTIONS

* Provide expert advice and assistance to support the design, development, and acquisition of NOAA NESDIS space-based capabilities

* Provide subject matter expertise to internally funded Aerospace projects ranging from cutting-edge research to program development

* Provide just-in-time training to Aerospace staff in project planning and management

* Identify issues, prioritize tasks, facilitate communications, and act as spokesperson for the working group to management and customers.

* Scope requirements for and initiates acquisition of technical support from appropriate corporate resources including cost and economic or market analysis specialists, as appropriate.

* Monitor and assist in development of budgets and other resource allocations to accomplish tasks

* May participate in new business and/or technical planning efforts.

Qualifications

BASIC QUALIFICATIONS

* B.S. in engineering or related field

* At least 12 years of program/portfolio and project management experience in major space systems engineering and program management activities in private industry and/or government acquisition programs

REQUIRED QUALIFICATIONS

* Demonstrated, exceptional initiative and problem-solving prowess

* Demonstrated ability to establish and maintain effective working relationships with customers

* Demonstrated expertise small team project management

* Strong general systems engineering knowledge

* Knowledge of core elements of space systems including satellite buses, remote sensing instruments, communication payloads, and launch vehicles

* General familiarity with approaches to and experience with satellite ground processing and exploitation of environmental remote sensing data

* Familiarity with cost models for space flight and associated ground systems

* Experience and successful track record providing direct support to senior executives at the SES, SIS and/or flag officer level or industry equivalent

* Extraordinary poise

* Superb verbal and written communication skills

* Keen intersest in the NOAA mission

PREFERRED QUALIFICATIONS

* 15-20 years of progressively responsible professional engineering and program management expeirnce with at least 7 years in the space business

* Superb verbal and written communication skills

* Advanced degree in engineering or related field

* PMP certification

* DOD certification (level 3) in systems engineering and/or acquisition program management (or equivalent from NASA)
