This position is a benefited, term-limited temporary position that will last up to three years of full time service.

The Capital Projects Coordinator is a key member of the Project Development Group, within the Planning and Development Division of the Seattle Parks and Recreation Department (SPR). SPR manages 6,200 acres of park land (11% of the city's land total) that comprise more than 400 parks and open areas and include a wide range of facilities and features. The Planning and Development Division (PDD) provides long range planning, technical design and construction oversight for Parks Department major maintenance and development projects. The project manager position is part of a team of project managers within the PDD. PDD is comprised of project managers, engineers, landscape architects, planners, real property agents, administrative staff and Seattle Conservation Corps (SCC). The project manager typically takes the lead and strongly coordinates with all other PDD team members, other SPR divisions, other government entities, and community members and/or non-City partners. The project manager is responsible for delivering projects within scope, within budget and on schedule.

The Park District was approved by voters in late 2014 for the purpose of maintaining parklands and facilities, operating community centers and recreation programs, and developing new neighborhood parks on previously acquired sites. The Park District contains initiatives with defined work, milestones and deliverables. PDD is responsible for the development work related to specific milestones which are due by the end of 2020. In order to meet this goal, PDD needs to bring on additional staff.

Job Responsibilities:

* Coordinate the planning, design and construction processes for capital improvement projects for Seattle Parks and Recreation facilities. Projects are of moderate size and scope and are overseen from initial phases through completion.

* Project teams are assigned at the start of a project. Participate in the early planning process and work towards building a strong team that will contribute at varying degrees throughout the duration of the project.

* Manage multiple projects at once in various phases of the process.

* Be responsible for adherence to approved scope of work, prepare and update working budgets and prepare and update schedules for all assigned projects.

* Negotiate, prepare and administer consultant contracts. Coordinate design reviews, environmental reviews, and facilitate the permitting process. Coordinate bidding and contract awards, supervise construction and monitor project closeout.

* Ensure that objectives are met and projects are constructed to Parks Department standards.

* Serve as the departmental representative with other City departments, outside agencies, special interest groups, and the public to achieve project goals and meet City, State and Federal regulations.

* Projects can be highly visible community projects and have a large variety of vocal stakeholders with individual political, economic, and neighborhood agendas. Be responsive to requests for information, project updates, and listen to all voices. Respond to the public in a timely manner and notify project team and managers of any potential conflict or opportunity.

* Work with the Public Information Officer to execute the public outreach process, incorporate Race and Social Justice Initiatives, update websites, and inform constituents. Working knowledge of engineering and architectural design principles, practices and procedures, estimating techniques and project accounting, construction methods and the principles, methods and practices of project management are the basis of the position. Exhibit these attributes in your daily work and hold the design team accountable within their areas of expertise.

Additionally:

* Processes are controlled through project management based software (EBuilder) and MS Office software.

* Guidelines available include laws, rules, regulations and codes applicable to public works construction and general construction industry standards and practices.

* Judgment is exercised in scheduling and coordinating activities between various parties, planning and developing projects, and negotiating contracts and schedules.

* Strong teamwork is necessary to accomplish tasks in a timely and efficient manner.

Qualifications:Required Qualifications:

* Three years of capital project or construction management or related experience.

* A Bachelor's Degree in Landscape Architecture, Architecture, Engineering, Business Administration, Urban Planning or related field (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

* Current Washington State Driver's License or evidence of equivalent mobility.

Desired Qualifications:

* Experience in planning, design and/or project management of public capital projects that have included new projects as well as renovation or retrofit projects, design review, and construction.

* Three years of construction management experience with a variety of public works projects in a governmental setting.

* Three years of computer use, resulting in competent skills in Microsoft Word, Excel, Adobe products, project management software and the ability to adapt quickly to the use of project management-based software for construction management coordination with contractors, design teams, and internal teams.

* A professional license in one of the disciplines mentioned above.

* Strong familiarity with construction methods and contracting.

* A proactive approach to problem solving and the ability to work independently.

* Ability to handle a variety of demands and tasks and the flexibility to juggle multiple tasks while working in a fast paced environment.

* Proficiency in use of social media outlets, Adobe programs, and Microsoft Project.

* Ability to communicate and work effectively within a multicultural workforce and serve a diverse customer base.

* A positive attitude and enjoyment of working in a team oriented atmosphere.

Work Environment/Physical Demands:

* Most work is performed in a normal City work/office environment.

* Field assignments entail exposure to all types of weather and hazardous construction sites.
