State Program Manager
This position will supervise and manage UGA employees at the Gray’s Reef National Marine Sanctuary (GRNMS), http://graysreef.noaa.gov, and serve as a liaison to NOAA to maintain the partnership with UGA. Incumbent will work with Superintendent to support GRNMS management plan activities and partnership with the State of Georgia, assist in ensuring that the site works in an integrated and coordinated fashion, support efficient and safe operations, ensure staff has the resources and tools necessary to implement responsibilities, support the administration of GRNMS and assist with partnership development initiatives and outreach efforts to further Gray’s Reef National Marine Sanctuary vision and mission.
Duties and Responsibilities:
Program support: support Superintendent on strategic planning, budget planning and program evaluation.
Support site activities related to complying with all NOAA and state safety plans, policies and procedures.
Internal quality control: provide support, guidance and review to sanctuary staff in the development of reports, documents and program plans to address site, regional and national sanctuary system priorities.
Ensure that assigned work is submitted on a timely basis to the superintendent for review prior to submission or finalization.
Perform supervisory duties for UGA site staff.
Represent the site at appropriate functions to further goals and objectives of GRNMS
Oversee interagency agreements: ensure proper execution of cooperative agreements, MOUs and MOAs used to support the site management plan.
Support building and facilities planning and management.
Serve as team lead on priority community engagement initiatives (e.g. Gray’s Reef Ocean Film Festival).
Assist with research and SCUBA operations, if possible.
Other administrative functions and projects as assigned.
Bachelor’s and Master’s degrees from an accredited college or university with major course work in fields such as business management, marine policy, public service or marine science.
Exceptional oral and written communication skills
Demonstrated abilities in community engagement and project management
Ability to work independently and interact frequently with staff
Ability to interact with state and federal partners, public leaders and the general public in a professional manner
Experience with forming and motivating teams and supervising staff
Scuba Diving Certification (preferable NOAA Dive Certified)
Successful completion of a criminal background check and drug test is required.
