POSITION SUMMARY

RESPONSIBILITIES

li Oversees the procurement activities for the Center, with direct responsibility for development, management and administration of subcontracts.

li Prepare scopes of work required for subcontracts, with commensurate punch lists developed and completed to ensure that contractor work is conducted in accordance with the subcontract and the quality of the work is performed to local, Company and Government standards and expectations.

li Transfer scopes of work to request for quote (RFQ) and coordinate qualified contractors and vendors to attend walk throughs including organizing and leading all contractor walk throughs.

li Work closely with Purchasing Department in the procurement of center projects.

li Oversee all ongoing projects to completion.

li Update the project management spreadsheet.

li Give weekly progress reports to the Administration Director and Executive Center Director.

li Ensure all contractor, subcontractors, and vendors comply with all safety regulations.

li Work closely with the Facilities Manager to determine projects needing in-house or contractor work.

li Work closely with the Property Manager to organize center storage arrangements and property control.

li Work closely with the regional Department of Labor Representative with ongoing projects on center.

li Submit EPRs for approval to conduct maintenance from outside contractors.

li Assist purchasing to ensure all contractors follow the Davis Bacon Act of 1931 or Service Contract Act.

li Build and maintain relationships with a network of frequently used contractors.

li Participate with the Center Director’s weekly walkthrough and prepare the CD Walkthrough report.

li Work closely with CTT Manager and Supervisor to coordinate CTST projects.

li Work within assigned budgets.

li Fills staff vacancies in a timely manner. Effectively motivates, empowers and requires staff to perform his/her job responsibilities. Employs sound time-management and delegation skills. Holds staff accountable for producing quality work, develops staff for career progressions and disciplines staff that fail to meet goals.

li Provides required/supplemental training for new and current employees.

li Motivates and manages staff to work effectively, creates a supportive work environment, recognizes staff accomplishments and proactively addresses staff performance concerns.

li Mentors, monitors and models the Career Success Standards as required by the PRH.

li Shows respect and courtesy to students and holds them accountable for their actions and behavior.

li Provides services for students and ensures that quality is maintained and student needs are met. Pursues improvement and enhancement of requisite services.

li Exchanges ideas and information, both orally and in writing, in a clear and concise manner and contributes meaningfully to group efforts by offering relevant ideas and knowledge.

li Provides quality and timely information to DOL/Company when requested.

li Effectively articulates thoughts and ideas. Identifies problems, analyzes causes and evaluates appropriate solutions prior to taking or recommending actions. Follows up to ensure prompt/appropriate action is needed and that problems are in fact corrected.

li Works in partnership with staff from all Departments to ensure effective supervision and services are provided to students.

li Accepts direction and supervision from the Administration Director to include assignments to temporarily perform job responsibilities of other departments and positions.

li Other duties as assigned.

QUALIFICATIONS & EXPERIENCE

Responsible to supervise and oversee the Maintenance, Property, and transportation departments/functions. Ensures all areas of oversight are compliant with DOL/Company policy to ensure effective and cost-saving budget/resource. Ensures confidentiality of sensitive information.

QUALIFICATIONS & EXPERIENCE

Bachelor’s degree from an accredited school preferred or associates required. Minimum three years of management experience required. One to two years finance/budgeting/facility management experience desired.

MANAGEMENT & SUPERVISION

Supervises and manages Property, Maintenance and Transportation the Finance & Administration Departments including management of the evaluation process.
