TheCapital Improvement Program (CIP) division is responsible for delivering a10-year Capital Improvement Program estimated at $1.4 billion. The firstFive-Year CIP includes Headworks Improvements, Aeration Tanks and BlowerRehabilitation, Nitrification Clarifier Rehabilitation, Secondary ClarifierRehabilitation, Digester and Thickener Facilities Upgrades, New CogenerationFacility, Digested Sludge Dewatering Facility, Advance Facility Control andMeter Replacement, Treatment Plant Distributed Control System, and FacilityWide Water Systems Improvements. The division is a collective 70 member team, staffedby more than 30 full-time engineering professionals and supported by programmanagement consultant staff as well as staff from the City's Department ofPublic Works. The CIP is an exciting opportunity that stands among one of thelargest public improvement efforts in the South Bay.

CIPis currently recruiting for an Environmental Services Program Manager ("BiosolidsProgram Manager") to oversee the future Biosolids Management Program for theSan José – Santa Clara Regional Wastewater Facility (RWF). This position will provide leadership and direct oversightof the RWF's transition from the current biosolids disposal method using 100%biosolids as Alternative Daily Cover ("ADC") on the Newby Island landfill, to adiversified disposal program, using biosolids for multiple beneficialpurposes.

TheBiosolids Program Manager will be responsible for directing and managing the BiosolidsManagement Program at the San José – Santa Clara Regional Wastewater Facility(RWF), including the initial development of a work plan for the new BiosolidsManagement Program, identifying goals, objectives, task, additional staffingneeds and implementation schedule.

Thisposition will also be responsible for establishing and managing multipledisposition contracts for beneficial use of the biosolids produced at the newdewatering facility to be on line by 2022.

Establishingthis management position would also allow RWF to start small pilot ordemonstration projects, and participate in regional facilities and emerging technologiesto develop new products that would use the cake in innovative ways thatcomplied with new regulations. Thesewere other recommendation made in the BTSR.

Inaddition to the above, other duties may include managing workgroups providing biosolidsspecific training for new staff, investigate new technology opportunities, forbiosolids treatment, provide guidance for regulatory compliance andparticipation in national and/or regional biosolids partnerships.

Minimum Qualifications

1. Education: Education: Bachelor's degree from an accredited collegeor university with major course work in environmental sciences, environmentalengineering, biology, public or businessadministration, or a closely related field.

2.Experience: Six (6) years ofincreasingly responsible experience in overseeing and administering complexenvironmental programs, including four (3) years of progressively responsiblesupervisory experience.
