The Financial Analyst position is located in the Financial Management Center (FMC). The incumbent performs under general supervision of a Division Director. The FMC is responsible for the review and approval of all Section 8 Housing Choice Voucher program financial documents related to assisted housing programs administered by public housing agencies (PHAs). The FMC's mission is to provide timely and accurate rental assistance payments to public housing agencies.

There are Three positions to be filled. These Three positions may be filled in any of the following locations: Kansas City, MO; Des Moines, IA; or San Francisco, CA.

As a Financial Analyst, you will:

* Perform complex technical review and analysis of financial data reported on various documents such as budgets, requisitions, year-end settlement and financial statements, and voucher assistance payments.

* Recommend creative solutions to complex financial problems and takes an active role in implementing needed changes to resolve the identified issue.

* Serve as a team or project lead and or subject matter expert. Initiates and participates in complex and team assignments as needed to deal with cross cutting financial management issues.

* Assist the FMC Director, subordinate supervisor or Division Director in monitoring and evaluating Management or performance Plan goals, including input and feedback into the development and analysis of complex diagnostic data.

Travel Required

Occasional travel - 1-5 nights per month

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for the GS-13 level for this position includes:

* Modeling, managing, and analyzing large volumes of financial data; AND

* Applying analytical and problem solving techniques to identify financial trends and issues, and develop solutions.; AND

* Conducting financial analysis and developing financial analytical reports and presenting that data to management.; AND

* Providing direction or technical assistance applying controlling authorities such as financial laws and regulations, OMB circulars, the Generally Accepted Accounting Principles (GAAP) or the Governmental Accounting Standards Board (GASB) or Financial Accounting Standards Board (FASB).


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

For the GS-13, you must have been at the GS-12 level for 52 weeks.

Time After Competitive Appointment:

Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
