Overview

The Director – Collateral Portfolio Monitoring is responsible to support the Boarding, Monitoring, Maintenance, and Release of all collateral items used to support both Residential & Commercial lending products. The position is to evaluate workflows and procedures to ensure items are processed thoroughly, accurately, and in an efficient manner that meets all departmental, organizational and regulatory requirements. This position is responsible for working with Origination Teams, Regulators, Auditors, Internal Risk Teams, Various levels of Management, Vendors and Third Party Providers, as well as some offshore and contracted staff. Duties include ensuring the integrity of collateral and loan information for the Bank's loan portfolio. The primary objective of this function is to ensure that sound control processes are in place to manage the collateral securing the Bank's loan portfolio from both efficiency and a risk-based perspective. Functions that are included are:

1) Boarding of collateral

2) Filing of liens

3) Setup and monitoring of securities used as collateral

4) Setup and ongoing monitoring & validation of all types of insurance

5) Follow-up of trailing documents

6) Validation and release of liens. The responsibilities include periodic risk assessments, review of internal procedures and controls, and response to external audit findings.

Given the nature of this position, the Director Collateral Portfolio Monitoring is expected to possess strong attention to detail and be familiar with various lending products and servicing processes/systems in order to assess risk and develop controls. The candidate must be able to make sound decisions and communicate effectively with the Collateral team, other departments, and senior management. The Director – Collateral Portfolio Monitoring may also have the opportunity to coach, develop and otherwise manage one or more analysts handling collateral activities. This includes the evaluation of those analysts.

Responsibilities

What are the essential functions of the job?

* Direct the identification and resolution of analytical issues to assist in driving continuous improvement of day to day operations and customer service processes.

* Manage negotiable/non-negotiable portfolios including daily monitoring of stock secured reports, reconcile with FRSC and other investment brokers, and develop controls for physical certificates and releases.

* Develop, manage, and report on operational metrics.

* Ensure collateral information is setup on source systems.

* Develop UCC processes, including verification of filings, continuations, and terminations.

* Ensure collateral perfection of portfolio, including ongoing verification of insurance and review of tax payment status.

* Ensure the lien release process is functioning properly and evaluate/implement control process.

* Evaluate controls and procedures in place and establish effective processes to track collateral quality and proactively respond with necessary improvements.

* Work as a member/leader or special or on-going projects that are important to area/process improvement. Meet all Service Level Standards established for collateral team.

* Monitor and evaluate insurance, tax and all other vendors utilized in the Collateral processes.

* Insure employees have appropriate training and other resources to perform their jobs by identifying and obtaining required training for team members as needed. Conduct regular meets with the team.

* Perform mid-year and annual performance reviews and provide statistical and performance feedback, coaching, counseling, direction and resolution on a regular basis to each team member.

* Manage any issues that may arise between team members and other departments in the bank. Address disciplinary and/or performance problems according to company policy. Prepare warnings and communicate effectively with employees on warnings and make effective/appropriate decisions relative to corrective action as required.

* Perform duties and responsibilities specific to department functions and activities or as assigned.

* Responsibilities include the following: 1) adhering to and complying with all applicable, federal and state laws, regulations and guidance, including those related to Anti-Money Laundering (i.e. Bank Secrecy Act, USA PATRIOT Act, etc.), 2) adhering to Bank policies and procedures, 3) completing required training, 4) identifying and reporting potential suspicious activity to the BSA/AML Officer, and 5) knowing and verifying the identity of any customer(s) that enters into a relationship with the Bank.

Internal Contacts: Interaction required with individuals at all levels of seniority. Must communicate confidently and be able to satisfactorily address all clients.

External Contacts: May include verbal and written interaction on complex items.

Products and Software:

* Strong working knowledge of MS Word / MS Outlook / MS Visio / MS PowerPoint/ MS Excel.

* Experience with AFS, OSI systems.

Education, Experience, Training, or Certifications/Licenses:

Required: Bachelor's Degree and 3-5 years management experience. 2-4 years of experience in Loan Operations or related lending experience.

Preferred: Graduate Degree and knowledge of

commercial loan processing/servicing systems.

Mental/Physical Requirements:

* The ability to learn and comprehend basic instructions; understand the meanings of words and respond effectively; and perform basic arithmetic accurately and quickly.

* Vision must be sufficient to read data reports, manuals and computer screens.

* Hearing must be sufficient to understand a conversation at a normal volume, including telephone calls and in person.
