Under general direction, the 1224 Principal Payroll and Personnel Clerk is responsible for supervising subordinates engaged in the preparation of employee payrolls and the maintenance of employee personnel records. The nature of work may require mandatory overtime including nights, weekends, and holidays.

Examples of Important and Essential Duties:

* Plans, assigns and directs the work of subordinate employees engaged in the preparation of payroll, and timekeeping information, and the preparation and maintenance of employee personnel records; trains, and instructs new employees.

* Reviews and approves all documents relating to payroll and personnel transactions; analyzes and interprets economic provisions of collective bargaining agreements.

* Serves as departmental liaison with the civil service commission, controller, retirement, health service and other offices in connection with the processing of personnel forms and records; confers with representatives of the civil service commission, controller's office, health service and retirement systems in connection with the various rules and regulations applicable to subordinate personnel.

* Prepares personal service and related budget statistics data; maintains payroll expenditure records for budget, allotment and employee requisitioning purposes.

* Prepares and oversees the preparation of replies to inquiries of other city departments and outside organizations in connection with departmental personnel.

Minimum Qualifications

Four (4) years (equivalent to 8,000 hours) of experience preparing, calculating and maintaining payroll and/or personnel records.

Substitution (any one of the following may substitute for one (1) year of the required experience):

* Completion of thirty (30) semester / forty-five (45) quarter units of coursework from an accredited college, university, or business school, with a minimum of twelve (12) semester / eighteen (18) quarter units of coursework in business administration, accounting, mathematics, human resources, or a closely related field

* Possession of a Certified Payroll Professional (CPP) Certificate issued by the American Payroll Association

Selection Plan

Payroll Examination (Weight - 75%): Candidates will be administered a written multiple-choice test to determine their relative knowledge, skill and ability level in one or more of the following job related areas as appropriate. These areas may include, but not be limited to: knowledge of payroll preparation related laws, rules and regulations; knowledge of personnel related laws, rules, and regulations; the ability to input data into an automated system, the ability to perform payroll related functions; the ability to perform personnel related procedures; written communication skills; the ability to maintain records; and the ability to establish and maintain effective working relationships.

Please note: If you apply, and also meet the minimum qualification requirements for the 1220 Payroll and Personnel Clerk and/or 1222 Senior Payroll and Personnel Clerk you will only be scheduled once for the Payroll Examination.

Supervisory Written Examination (Weight - 25%): Candidates will be administered a written multiple choice test to determine their relative knowledge, skill and ability level in one or more of the following job related areas as appropriate. These areas may include, but are not limited to: the ability to supervise the work of clerical staff and other staff, the ability to plan and coordinate staff assignments, the ability to develop performance evaluations, and knowledge of methods used to develop office policies and procedures.

Your scores will be valid and 'banked' for three years, starting from the date of the examination. This means that, during this three-year time period, you will not be required to re-take these tests. If the selection process for a future announcement is held within one year of the date of this examination and it includes the exam(s) your score(s) will be automatically applied to that announcement. However, after one year, you have the option to either (a) apply your test score(s) to the other announcement or (b) re-take the test(s). Re-testing is permitted no sooner than one year from the date of the examinations and only in association with your eligibility for another announcement for which the test(s) are used. Please note that, should you re-test, your re-test score would become your official score since it is the most recent.

Note: A passing score must be achieved on all examination components in order to be placed/ranked on the Eligible List. The hiring department may administer additional position-specific selection procedures to make final hiring decisions.

Conviction History

Disaster Service Workers
