Political Reporting and Compliance Manager

Primary Purpose:

The Political Reporting and Compliance Manager supervises the company's political compliance function, which provides guidance to those in the business units concerning lobbying, political contributions, gifts and political fundraising activities at the local, state and federal level. Responsible for the management of the company's political action committee (SEEPAC) including growth strategies, membership drives, member relations, and oversight and direction of all related SEEPAC events. Oversees the issuance of all political contributions and SEEPAC contributions as well as related compliance activities. Develops, monitors and reports all External Affairs financial plans, metrics, budgets, and measurement activities and reporting.

Responsibilities and Duties:

* Provides guidance to business units concerning lobbying, political contributions, gifts and political fundraising activities at the local, state and federal level.

* Conducts legal and regulatory compliance requirements research to develop and administer customized training for affected departments all over the company.

* Develops and implements an annual compliance program, complete with webinars, in-person training outreach and online questions and answers.

* Oversees the development of an annual budget for political contributions and the issuance of all political contributions (and SEEPAC contributions) checks, as well as all related public filings and related compliance activities.

* Serves as a resource to external affairs personnel and senior management with respect to political activities.

* Prepares financial plans, metrics, budgets and budget reporting for External Affairs' departments; prepares analyses of financial and operational data to assist External Affairs' departments to meet/exceed established performance targets/metrics.

* Oversees the management of SEEPAC, including member recruitment strategies and solicitation, managing membership, and increasing participation in company-sponsored employee political action committee; oversee related training, compliance and reporting processes.

* Oversees the production of all PAC-related events.

* Manages the branding and messaging related to both the company-sponsored employee political action committee and the political reporting department to promote greater awareness, understanding, and transparency of political reporting compliance and SEEPAC political contributions.

* Develops and distributes department's internal political publications and intranet site updates as required.

* Organizes and reports quarterly at SEEPAC's Board of Directors meetings, ad hoc Employee Advisory Committee meetings and serves as the primary management contact for SEEPAC.

* Performs other duties as assigned (no more than 5% of duties).

External Qualifications:


* Typically requires Bachelor's Degree in Accounting, Finance, Business Administration or related field and eight or more years of previous experience or equivalent training and/or experience is required.

* Must also have a knowledge of accounting and financial theory normally acquired through graduate level coursework.

* Requires strong analytical skills. Must be able to interpret legal language and apply to company operations.

* Ability to provide guidance and train employees at all levels of the organization, including executives is required.

* Excellent presentation and communication skills are a must

* CPA, CMA, MBA and/or other professional certifications/advanced degrees are preferred.

* Experience in a lead or supervisory capacity and knowledge of political contribution accounting is desired.
