You will serve as an IT Specialist (SYSANALYSIS) in the Program Executive Office - Solutions Delivery of the Defense Health Agency. You will serve as a project requirements analyst, configuration manager, and IT consultant on the Medical Operational Data System (MODS), a multi-million dollar (annually), "system of systems" program.

* You will develop and implement the Medical Operational Data System (MODS) configuration management plan which validates and prioritizes the development, testing, and implementation of system changes.

* You will be responsible for the technical planning, design, development, implementation, and management of new and improved information systems, modules and data interfaces to meet the business requirements of MODS

* You will perform needs analysis, scope definition, and configuration management to define opportunities for new or improved business process solutions.

* You will consult and coordinate with MODS customers to identify and specify requirements; develop overall functional and systems requirements and specifications; and conduct business process engineering, feasibility studies and trade-off analyses.

* You will perform cost benefits analysis to analyze and study current and desired systems and recommend the most cost-effective systems for local application to meet functional requirements.

* Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

* Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

* You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

* This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Information Technolgoy Level 2. Certification is required within 24 months of appointment.

* You must meet position requirements for certification in Information Assurance Technology (IAT-I) within 6 months or less of entrance on duty. (DoD 8570.01-M Information Assurance Workforce Improvement Program).

* This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.


Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing system requirements to design or develop new, re-engineered, or enhanced applications.

Your experience must reflect skill in the following areas:

* Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Review IT work to ensure system specifications and requirements are achieved.

* Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Consult with customers to identify requirements and develop system specifications.

* Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Brief leadership on the status of meeting IT project objectives.

* Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Develop new or revised methods or approaches to resolve system issues.
