Job Description Summary

Manage the facility infrastructure and building systems in a safe, efficient, and cost-effective manner. This position is expected to supervise and direct others who perform engineering, electrical, HVAC, plumbing, repairs, and maintenance duties in support of the facility. The Chief Engineer (CE) works with the team to ensure that facility critical assets operate at 100% availability while maintaining best-in-class customer service to end users. The CE directs, trains, and supports building engineering team in their roles of providing hands-on electrical and mechanical equipment troubleshooting and operations. Implementation and execution of site MOPs, SOPs, and EOPs is also expected. The CE will be tasked with creating and delivering key milestones, reports, obtaining quotes, managing vendors and documenting results.

Job Description


* Complete planned and ad-hoc preventive maintenance work assignments requiring the skill and direction of several engineering, mechanical, and maintenance trades

* Perform preventive maintenance inspections/repairs as mandated by local municipalities and per building/client requirements on systems such as: fire suppression and sprinkler systems, fire extinguishers, backflow prevention device testing, and, UPS, PDU, AHUs, Generators, ATS, CRAHs, Chillers, Towers, Pumps, Motors, VFDs, and Building Automation Systems

* Conduct monthly or periodic inspections of building systems, and make detailed reports of exceptions and recommended corrective action

* Act as an escalation point for all facilities-related issues within the facility, to the Facility Manager and/ or Regional/ National managers

* 24-hour on –call as first escalation point for operations and facilities issues

* Perform root-cause analysis of equipment failures

* Create incident reports within 1 hour of event

* Ensure all safety procedures, compliance, and regulatory requirements are adhered to by vendors and staff

* Schedule work activities within specified change control / management protocols, and "green zones"

* Continually drive continuous improvement, innovation with focus on reducing operational costs and mitigating risk in facility

* Build and foster a culture of teamwork at the site

* Ensure that all new/ old facility assets and pertinent information are in computer maintenance management system with accurate job plans

* Maintain mechanical equipment rooms to ensure clean and safe conditions. Duties include removal of debris, painting of rooms, repair of boiler-related components (valves, pumps, piping etc.), inspection of above ground oil storage tanks, inspection/repair of sewage ejection systems

* Rapid response, investigation, and management of indoor emergency situations and air quality complaints. Secure/contain area, assess cause and extent of damage, take appropriate action, and develop action plan/next steps for remediation. Evaluate, report, and follow up with business unit and district offices, property management, and facilities management

* Assist Property or Facilities Manager in handling request for service calls, evaluate requests and dispatch appropriate contractors. Use appropriate call center, have a complete working knowledge on creating, closing and tracking "work requests" (WR)

* Initiate or respond to work orders, assign to staff as applicable, follow-up and verify completion of work, and expedite and approve payment (in conjunction with Property Manager) for completed work

* Monitor performance/note deficiencies of service contractors and recommend changes as necessary

* Consult with Property or Facility Manager on requirements for HVAC equipment and systems, building transportation, roofs, Fire/Life safety, and other building systems. Review contract design and contract documents for major projects. Inspect and approve installations in progress. Recommend acceptance of completed work

* Report on opportunities for Energy, Preventive Maintenance, and/or other cost-saving measures

* Prepare specifications and bidding documents for scheduled Service Contracts such as HVAC maintenance, elevator/escalators and Fire/Life Safety Systems. Participate in bidding and negotiating process

* Manage rehabilitation projects such as replacement of HVAC systems, installation of new roofs, plumbing repairs and alterations to other Building Systems. Assist Property or Facility Manager on all items listed below (1-10):

* 1. Prepare and present feasibility studies

* 2. Prepare budget estimates

* 3. Prepare schedule and manage its progress

* 4. Prepare contract documents reflecting scope of work

* 5. Manage the bidding process

* 6. Prepare and expedite approval of all internal control documents

* 7. Monitor the construction process to assure compliance with contract documents

* 8. Coordinate all work with user and Internal Support Groups

* 9. Maintain complete project files recording progress, approvals, financial data and contracts

* 10. Perform final inspections, punch list exceptions, and expedite corrective action

* Manage compliance with Department of Buildings regulations and permits (equipment use, Certificate of Occupancy, etc.). Correct violations requiring plumbing repairs. File with appropriate agencies

* Develop and maintain the building operation manual and train building personnel

* Perform other related duties and responsibilities as assigned by management


* Four-year degree in Mechanical Engineering preferred or completion of Technical school certification, or 5+ years relating to HVAC design and maintenance plus a minimum of 5 years of directly related experience in the operation, installation and maintenance of building systems with in depth technical understanding and knowledge of all HVAC, electrical, plumbing, fire/life safety, and control systems

* In-depth working knowledge of all aspects of building systems and operations, contractual maintenance, construction and related services, and local laws and building codes pertaining to building operations and safety

* Good communication and organizational skills, ability to analyze and solve problems, capable of functioning well under stress and during emergencies, strong interpersonal and negotiation skills

* Proven ability to organize and manage multiple projects simultaneously

* Demonstrated ability to manage and lead employees, experience with HR processes as they relate to direct reports (e.g., performance management, development, coaching, feedback, etc.)

* PC literacy - knowledge of spreadsheet, database, scheduling programs. Experience with project management, preventative maintenance, inventory control, supplier systems, environmental/sustainability software and programs is a plus

Physical Requirements

* While performing the duties of this job, the employee is regularly required to travel from floor to floor and may be required to travel outside between buildings in varying outdoor weather conditions

* The employee may also be regularly required to sit or stand for prolonged periods of time

* Regularly use hands to operate office machinery including, but not limited to, telephones, computers, fax, and photocopy machines

* Regularly required to walk, talk, and hear
