Job Summary

The Title IV-E Foster Care Policy Specialist provides department direction in the strategic planning and delivery of child placement services to all Minnesota child servicing and caring systems. The incumbent will supervise county social services agencies in the delivery of child placement services and the implementation of the Title IV-E program. This position also provides overall policy guidance for the Title IV-E program and leads in the development of an increase in Federal Financial Participation (FFP) to the department and public child placement agencies.

PRIMARY RESPONSIBILITES INCLUDE:

* Direct the delivery of local child placement services to ensure a comprehensive child placement system statewide and compliance with federal and state laws and regulations

* Lead the strategic planning for federal financial participation efforts

* Direct the Title IV-E reimbursement program at the state level to ensure that fiscal and program requirements are met

* Manage and support Title IV-E reimbursement activities at the state level to ensure that fiscal and program requirements are met

* Provide leadership in projecting future needs of child placement programs to enhance service delivery and strengthen practice

* Lead the development of state policy and laws on child placement services

* Support the Child Safety and Permanency Division's goals and initiatives to improve child safety, permanency and well-being for children in Minnesota

Qualifications

Minimum Qualifications:

* Five (5) years of specialized professional experience working in a social services program, with emphasis on child protection, foster care, Title IV-E and adoptions

Preferred Qualifications:

* Bachelor's or Master's degree in human services, social work, child welfare practice or job-related field

* Knowledge of federal and state child welfare statutes, particularly child placement (foster care

* Ability to research and learn federal Title IV-E foster care and adoption of the Social Security Act laws, regulations and rules

* Experience using Social Service Information System (SSIS)

* Strong group facilitation skills in setting project goals, expectations, and planning time lines

* Ability to research federal and state child welfare laws and practices and write bulletins, summaries, reports, and other documents in a clear, concise, and professional manner

* Skills needed to review and understand fiscal spreadsheets and formulas on occasion
