This position provides lead direction to administrative business staff that process enforcement, permits and public notice documents. The incumbent will work laterally with business support staff across the organization to maintain standard practices and business processes. This position is responsible for working with Tempo technical leads and supervisors to develop/modify processes. The incumbent is responsible for maintaining process document and providing training and mentoring to business systems staff. This position will serve as a lead GovDelivery Administrator for Business Systems. The incumbent will need a working knowledge of how to effectively create and disseminate information regarding the programs, laws and activities of the Minnesota Pollution Control Agency relative to enforcement and permitting programs.
Skill in leading and directing the work of office or administrative employees to ensure adherence to quality standards, deadlines, and proper procedures, while correcting errors or problems.
Ability to plan, schedule, assign, review, evaluate, coach, and train others as a lead and act as a resource.
Ability to work in computer software programs and applications and/or web-based database systems. This includes skill in word processing sufficient to use software, such as Microsoft Word and Adobe, to type and format letters, memos, reports, and minutes of meetings.
Ability to learn state agency computer languages and programs (i.e. TEMPO, SWIFT, etc.).
Proficient writing, spelling and grammar skills sufficient to quickly proof assigned work for spelling, punctuation and grammar.
Skill in developing and implementing administrative and program policies, procedures, and service standards in cooperation with management.
Skill in customer service sufficient to effectively communicate and elicit information with tact and diplomacy in difficult situations.
Ability to communicate with customers, employees, and other individuals to answer questions, explain information and address complaints.
Knowledge of English sufficient to fluently speak, read, understand, and respond to a variety of written and spoken communications related to the permitting and enforcement process.
Working knowledge of data practices requirements when working with data.
Working knowledge of agency data management policies and procedures, state and federal rules.
Ability to interpret and apply enforcement and compliance regulations related to permitting program policies and procedures.
Experience leading cross-functional teams in a customer-facing work environment.
Ability to encourage and facilitate cooperation among team members.
