Job Summary

Job Summary

This positions provides day to day operational support to the Office of Vital Records (OVR) and the Minnesota Father's Adoption Registry (MFAR). This position is an integral member of a help desk team that serves as the first point of contact for key audiences including health professionals who are partners in the state vital records system, users of the electronic application, members of the public, and many others.

Responsibilities include:

* Providing technical assistance and information to professional partners and users of the Minnesota Registration and Certification (MR&C) system.

* Providing customer support and information about Minnesota vital records and the Minnesota Father's Adoption Registry (MFAR).

* Providing answers and updates about requests for documents and data.

* Providing outreach and education about Minnesota Father's Adoption Registry (MFAR) and vital records as an extension of all units and a key member of the Office of Vital Records (OVR) Team.

* Instructing and guiding individuals who contact the Office of Vital Records (OVR) via phone and e-mail so that they can navigate the system.

* Assist the public by providing them information about Office of Vital Records (OVR), and provide answers to their questions so they are able to get the documents needed.


Minimum Qualifications:

Bachelor's degree in Public Health or a related field.


Three years of advanced administrative support, paraprofessional, or technical experience working in a public health or health-related program.


Two years of related professional experience

Experience must include one of the following:

* Experience working with laws, rules, regulations, policies and/or procedures that relate to health data and records.

* Knowledge of public health principles or research methods sufficient to analyze health information or provide education on the collection of health information and data.

* Experience researching, analyzing, and/or compiling public health or health-related information.

Preferred Qualifications:

Experience and knowledge of the Minnesota vital records system.

Experience using the web-based vital records application, MR&C.

Knowledge of the MR&C functionality.

Excellent oral and written communication skills.

Diplomacy, discretion, integrity, and professionalism.

Excellent organizational skills

Previous experience in a call-center environment or role with a lot of phone, email contact.

Skill and experience in Microsoft Office and SharePoint.

Experience leading others.

Experience working on a self-directed team.

An appreciation for documentation and detailed record keeping.

Knowledge of quality improvement/continuous improvement principles.

Understanding of public health and the importance of data to inform decisions.

Respect for others and diversity in the workplace.

Fluency (ability to speak and write) in multiple languages including English.

Respect for law, policies, and procedures that create the foundation for the vital records system and program.

Experience with continuous quality iimprovement activities.

Physical Requirements

Requires occasional lifting and carrying of less than 10 pounds, along with walking and standing to perform job duties.

Additional Requirements

Must successfully pass a background check.
