Basic Function

To assist the Superintendent in managing and administering the operations of Ramsey County Detention, Boys Totem Town (BTT), Juvenile Detention Center (JDC) and the Ramsey County Correctional Facility, to act in the capacity of the Superintendent in the Superintendent's absence; and perform related duties as assigned.

If an internal candidate is selected, salary will be set in accordance with personnel rules, i.e. promotion, transfer, or voluntary reduction.

Examples of Work Performed

* Promote a diverse, culturally competent, and respectful workplace.

* Assist in the planning, implementation, coordination of the facility's activities in order to meet the facility's goals and objectives.

* Ensure compliance with applicable Federal and State laws, rules, regulations and licensing requirements.

* Develop, implement, and maintain administrative, safety, security, and other policies and procedures; prepare regular and special reports as required.

* Ensure that policies and procedures are consistent with County and Department policies, relevant federal, state, and local laws, licensing requirements, nationally recognized correctional standards and Best Practices for correctional institutions.

* Act as facility liaison with allied criminal justice agencies, the Ramsey County Bench, community agencies, other County departments, and the public for the purpose of coordinating justice activities and other division activities.

* Administer personnel functions related to testing, interviewing, selecting, training, and employee misconduct in coordination with the Department's Administrative Services Division.

* Act as final arbiter over appeal processes for client grievances, serious incident reports, assaults, contraband, and client injuries.

* Review and approve work schedules, work assignments, and daily staff coverage (and the implementation of each), and time sheets.

* Assist the Superintendent in preparing and administering the divisional operating budget and overseeing the ongoing monitoring of the facility's fiscal activities and the control of property and supply inventories.

* Develop and implement a quality assurance plan to ensure proper running of the facility, particularly during evening hours and the weekend.

* Oversee client casework and program group living services.

* In collaboration with the field probation, ensures that a transitional plan is in place for probationers exiting the facility and that activities related to this are coordinated.

* Oversee the development of appropriate programming - within the facility with a view to maximizing time spent in productive day opportunities.

* Assist in overseeing the maintenance of physical plant operations and repairs; oversight of vendor and service contracts.

* Monitor and work with Health and Mental Health contractors, staff and other providers in providing quality services to facility residents.

Assignment to Ramsey County Correctional Facility

17. Oversee the coordination and implementation of Inmate Work Release and Home Confinement Programs.

18. Oversee the coordination and implementation of the inmate boarding contracts, furloughs and UA testing.

19. Determine and direct the work related to writing and implementation of appropriate grants to support the efforts of adult inmate population.

20. Collaborate with the Ramsey County Sheriff in any efforts related to intakes, transfer, transportation, or release of inmates between the two facilities.

Assignment to Juvenile Facilities

21. Oversee the coordination and implementation of home passes, community outings and UA testing.

22. Oversee the coordination and implementation of cognitive behavioral programming, treatment and other services related to residents and families.

23. Oversee and coordinate the contracts related to services provided at BTT and JDC.

24. Oversee the referral, admit and orientation process for new admissions to the program.

Minimum Qualifications

Education: Bachelors degree in Criminal Justice, Social Sciences, Public Administration, Business Management or a related field.

Experience: Eight years of experience in corrections, including at least two years of facility experience and two years' experience in a supervisory position

Desired Experience: Managerial experience preferred plus an advanced degree and demonstration of continued professional development and knowledge of current detention practice; experience developing or administering programming program for clients, knowledge of, experience in and ability to implement evidence based practices in a detention facility or organization.
