Job Summary

Job Summary

The Aging Services Finance Supervisor is accountable for the implementation of the financial operations and administrative services functions for state and federal aging programs. These programs include those administered through the Aging and Adult Services Division of the Continuing Care for Older Adults Administration as well as those administered through the Minnesota Board on Aging, a separate state agency with its own enabling legislation and administrative requirements.

Job responsibilities include but are not limited to:

* Oversees several functional areas of financial management, e.g., budgeting and accounting systems for multiple federal and state administrative and grant funds awarded through the Administration on Aging (AoA), the Centers for Medicare and Medicaid Management (CMS), the Minnesota Legislature, private foundations and other state-sponsored entities

* Financial reporting; internal financial controls; Division and Board appropriation support; position control and assignment; and vendor payment process

* Assures that federal and state laws, policies, procedures, regulations and standards are met

* Develops, implements and maintains electronic systems that support outcome-based reporting and statewide financial reporting and payments

* Maintains the allocation and payment systems for state and federal funds administered through DHS and the Minnesota Board on Aging, and their contractors/grantees

* Assures the accuracy, timeliness and efficiency of the work of the financial management and administrative support teams


Minimum Qualifications:

* A minimum of one year Supervisory, lead worker, or other leadership experience OR completion of leadership development program (L4, Emerging Leaders Institute, etc.)

* Three years of professional work experience demonstrating the following:

* Understanding and applying administrative and grant-in-aid financial principles for both the State of Minnesota and the federal Older Americans Act funding systems.

* Modern principles of administrative management and public administration.

* Accounting, budgeting and auditing principles and their relationship to fiscal compliance within State of Minnesota and federal standards

* Automated data base design and management, computer system management and training skills in these areas

* Leading teams to achieve financial and program specific outcomes related to aging services.

A Bachelor's degree in a related field may substitute for one year of professional experience OR a Master's degree in a related field may substitute for two years of professional experience.

Preferred Qualifications:

* Knowledge of Federal grant-in-aid standards contained in Grant Regulations (2CFR 200 as codified by HHS 45 CFR 75), Uniform Administrative Requirements (OMB Circulars A-102 and A-110), Cost Principles (OMB Circulars A-87 and A-122) and Single Audit standards (OMB Circular A-133), as well as other federal and state directives impacting MBA and DHS grant-in-aid programs.

* Knowledge of Governmental procurement standards and regulations and federal and state budgetary and legislative processes
