Position Objective

To provide technology project management services for County departments. This position is responsible for planning and directing the County's major technology projects to achieve improved, integrated technology solutions that meet business and customer requirements.

Primary Responsibilities

These examples do not include all possible responsibilities in this position and do not limit the assignment of related duties to this classification.

1. Provides overall leadership and accountability for the successful implementation of assigned technology projects.

2. Coordinates multiple technology projects including requirements definition, business case development, solution design, project scope, vendor evaluation, reviews and approvals.

3. Coordinates the human and financial resources needed to successfully complete technology projects on schedule and within budget.

4. Performs needs assessments and develops specifications for departmental and County-wide Request for Proposals (RFI / RFP's).

5. Follows appropriate Stearns County project management methodologies.

6. Prepares project status and project reports on assigned technology projects, communicates business requirements to users and technical team members.

7. Conducts demonstrations/presentations of the County's technology applications as needed.

8. Participates in continuing education courses, professional organizations, seminars and workshops, reading current literature, and maintaining professional contacts.

9. Attends work in a regular and timely manner.

10. Performs other duties as assigned or apparent.

Minimum Qualifications and Desirable Knowledge, Skills and Abilities:Minimum Qualifications

A Bachelor's degree and two years of information technology-related project management experience using industry standard tools and methodologies, obtained within the last six years OR Associate's degree and six years of progressively related experience in the area of information technology-related project management using industry standard tools and methodologies. (A degree in computer science, management information systems, business administration, public administration or related field is preferred.)

Preferred Experience Beyond Minimum Qualifications: experience with leading project teams; managing customer relationships and customer expectations; experience in IT Business analysis and gathering requirements; process improvement methodologies such as LEAN Six Sigma, Process Mapping and/or Kaizen; the Microsoft Office, Power Point, Project, Visio, and SharePoint environment; certification as Business Analysis Professional (CBAP), Project Management Professional (PMP) or equivalent.

2. Skilled in negotiating and group facilitation.

Work Environment and Physical Demands

The primary responsibilities for this position will be performed approximately 100% of the time indoors. May require minimal travel to off-site locations and minimal attendance at evening meetings. Will have infrequent exposure to health hazards and accidents; requires a low level of physical effort.

Salary and Hours of Work, Testing and Interview Dates:Starting Salary

$29.1715/hour (Grade 22, Non-union position).

Full Salary Range

$29.1715-$42.8148/hour (Grade 22, Non-union position).

Hours of Work

Monday through Friday, 8:00 a.m. to 4:30 p.m. and occasional evening and weekends as required.
