Position Summary:

Supervise and direct employees to effectively plan, organize, budget, direct, control and lead engineering, design and capital project activities, providing technical guidance and leadership for assigned activities. These activities will be executed in a manner that ensures application of technically and economically appropriate engineering solutions and with consideration to employee and public safety, system reliability, standardization, ease of operation, and timely project completion within approved project schedules and authorized budgets. This position is intended to serve as a first level supervisor of engineering and planning activities.

Principal Accountabilities:

Supervise and direct employees engaged in planning, engineering, or design and capital planning activities consistent with approved project schedules and authorized budgets and resources.

Perform planning and engineering activities, and provide technical guidance and direction to assigned staff as required.

Support annual development of the capital forecast in support of corporate and business unit strategy, in a manner which effectively organizes and addresses customer and public projects, planned system improvements, system reliability, equipment troubles, facilities rehabilitation and other capital work.

Effectively coordinate needs and support of planning groups and other engineering, operations, construction and maintenance groups engaged in or affected by capital improvements. In addition, assist in development of project estimates and internal budgets for assigned activities.

Ensure that all work activities are performed in accordance with the policies, practices, standards, and rules of the Company and regulations and procedures as required by federal, state or local regulating agencies.

Clearly define performance expectations and review and reward job performance within the organization to align individual performance with business goals.

Develop employees to reach their potential and help establish plans to set and achieve challenging career goals.

Supervise staff of Protection and Control Engineers, Technologists and Designers engaged in providing drawings, calculations and other deliverables required for electrical utility substation capital projects from 4kV to 765kV consistent with approved project schedules and authorized budgets and resources.

Specific activities overseen include the application of P&C standards, design modules and templates, conducting short-circuit calculations, relay setting procedures, misoperation analysis, PLMP process for capital projects, Micro station, ProjectWise and DS Track for drawings, P6 for project schedules, and associated NERC compliance activities.

Direct and assist staff in the development of project scopes and estimates for substation capital projects. Maintain a general knowledge of cost components related to substation equipment, material and construction costs.

Effectively organize and manage staff resources in executing the capital project work plan. Direct staff in the successful oversight of contracted engineering work.

Support ongoing development of the capital forecast in support of corporate and business unit strategy in a manner which effectively addresses customer and public projects, planned system improvements, system reliability, equipment troubles, facilities rehabilitation and other substation capital work.
