The County of Riverside Auditor-Controller's Office (www.auditorcontroller.org) is seeking an analytical Accountant I to work in the Redevelopment Unit of the Property Tax Division.

The Accountant I will research, analyze, perform complex calculations, and generate reports on property tax redevelopment distributions.

This position requires strong analytical and problem-solving skills; strong organizational skills; good written and oral communication skills; and strong Microsoft Excel skills (calculations, pivot tables, V-LOOKUP). The Accountant must be self-motivated, detail-oriented, with ability to multi-task and think quickly and pro-actively to work in a fast-paced environment and meet mandatory deadlines. The Accountant must also be dedicated to continuous learning and expansion of knowledge and skills.

EXAMPLES OF ESSENTIAL DUTIES:- Prepare and distribute redevelopment property tax revenue, according to legislation, to Counties, cities, schools, and special districts.

* Calculate and perform analysis for statutory and contractual property tax pass-through payments.

* Review and interpret financial terms for pass-through contracts.

* Prepare system reports and respond to agency requests; prepare or assist in the preparation of periodic state reporting.

* Generate and maintain complex Excel worksheets and schedules.

* Review and maintain Successor Agency debt obligation payment schedules.

* Establish, review and revise desk procedures, record keeping functions and other processes.

* Review and revise accounting policies and procedures to assure conformance to applicable redevelopment laws, rules, and regulations.

RECRUITING GUIDELINES:DESIRED: A bachelor's degree and previous professional accountant experience; knowledge and/or experience with redevelopment agencies, dissolution, and pass through payment statutes; property tax experience; experience with PeopleSoft Financial Accounting System; knowledge of Health and Safety Codes and Revenue and Taxation Codes; experience reading contracts.

* OPTION I

Bachelor's degree from an accredited college or university with in accounting or a closely related field with a specialization in accounting coursework. (A specialization is interpreted as the completion of at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.)

* OPTION II

Possession of a valid certificate as a Certified Public Accountant or Certified Internal Auditor.

* OPTION III

Completion of 90 semester or 135 quarter units from an accredited college or university with a major in accounting or a closely related field, WITH a specialization in accounting coursework. (A specialization is interpreted as the completion of at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.)

AND

1 year of professional accounting experience equivalent to the County of Riverside Accountant Trainee class.

* OPTION IV

Completion of 60 semester or 90 quarter units from an accredited college or university with a major in accounting or closely related field, WITH a specialization in accounting coursework. (A specialization is interpreted as the completion of at least 18 semester or 27 quarter units in accounting, auditing, taxation, financial reporting, financial statement analysis, or external and internal reporting.)

AND

Experience: Three years of paraprofessional accounting experience equivalent to the County of Riverside Accounting Technician class or Supervising Accounting Technician class.
