Application Architect

More than 8 million citizens rely on more than $22.3 billion of revenue the Virginia Department of Taxation collects to fund government services that affect their daily lives. Virginia Tax, headquartered in Richmond, is responsible for administering 37 state and local taxes, sales and use taxes, and miscellaneous excise taxes with integrity, efficiency, and consistency. Virginia Tax is seeking an experienced Application Architect to lead the applications development team that supports our core financial application. This position is responsible for managing projects and employee performance, analyzing business problems, and developing technical solutions in support of the agency√Ęs business objectives by developing effective and efficient systems solutions. Critical Duties & Responsibilities: -Coordinate activities of the development staff and work closely with Team Leads and Architects to assign projects and prioritize work -Supervise project planning, review work plans, and monitor project progression -Lead the development and implementation of automated solutions to solve business problems that impact multiple systems -Maintain and oversee standards and technologies for enabling systems performance qualities, such as availability, scalability, recoverability, etc. -Participate in evaluation of vendor software targeted for possible integration into the systems or environment, including strategic applications, tools, and utilities -Perform employee development and guidance activities to include performance evaluation and training plans

Minimum Qualifications

Significant Project Management experience managing IT projects Significant supervisory experience managing a team size of 6 to 15 team members Demonstrated experience with Visual Studio and the .NET framework or similar development platforms Experience with identifying and solving technical problems Experience with MS Windows 2008 and higher server operating systems and SQL Server Database platform Strong knowledge of project management techniques and methodologies Strong knowledge and experience in Application Lifecycle Management (ALM) concepts and procedures Demonstrated ability to plan, organize, coordinate, assign, schedule, and monitor the work of team members Ability to present complex facts to diverse groups in appropriate oral and written formats Skill in establishing and maintaining effective working relationships with users and co-workers Demonstrated ability to advise, lead, develop and train team members (project staff) and work in team environment Knowledge of supervisory and human resources concepts and procedures specifically pertaining to staff management and development, employment, employee relations, and performance management Good verbal and written communication skills A Bachelor√Ęs degree or certificate in information systems or IT Management or the equivalent combination of education, training, and experience is required Proficiency in Oracle SQL

Preferred Qualifications

Extensive experience with Oracle and MySQL database Experience developing, planning, implementing and executing ALM (Application Life Cycle Management) strategies, plans and frameworks using agile methodologies in support of application and systems development. Project Management Professional Certification Certified Scrum Master
