Description: Analyze and make decisions regarding appropriateness of authorizations for release of health information. Interpret and apply laws and regulations to determine whether requests and authorizations are in accordance with Kaiser Foundation Health Plan of Washington policies and procedures and state and federal release of information laws. Redact specially protected information in accordance to Kaiser Foundation Health Plan of Washington policy and state and federal release of information laws.Act as KFHPW experts and provide consultation regarding HIPAA as it pertains to release of information.Create copies of medical records from paper and electronic medium to be given to authorized individuals.Determine cost for copying records and provide fee information to authorized requestors.

Essential Responsibilities:

Disclose health information from multiple medical record sources, including but not limited to clinical, hospital, behavioral health, pharmacy and billing records. Records may originate from paper or electronic system.

Analyze and apply appropriate decision making around requests for information and whether or not KFHPW can comply with a request for health information as submitted. Accurately interpret and apply HIPAA and other state and federal regulations and laws when making the determination. Carefully review medical records for specially protected health care information such as mental health, sexually transmitted disease, HIV/AIDS and reproductive care. Redact all sensitive information per protocol and in accordance with the authorization given. Withhold health information that is not authorized for release.

Make determinations and appropriately respond to notice of intent, subpoena, court order, search warrant and other documents requesting medical records. Act on behalf of KFHPW by completing declarations and certifications of records in response to a release of information request.

Triage customer requests (either walk-in or via phone) and appropriately respond with timely and accurate information. Accurately communicate, inform and consult with patients and or staff regarding release of health information

Understand and accurately articulate information to patients regarding their rights for access, revocation, corrections and amendments to their medical record.

Associate's degree in health information management OR a minimum three (3) years experience in release of health care information in a hospital or clinic setting.

License, Certification, Registration

N/A

Additional Requirements:

Experience with electronic medical record systems.

Demonstrable experience with identifying and redacting specially protected health care information.

Demonstrable experience with digitally capturing and releasing health care information.

Demonstrable understanding of health information including diagnosis, medications, body systems, medical terminology and diseases.

Excellent verbal and written communication skills.

Ability to work independently while meeting productivity and quality standards.

Ability to be easily understood when speaking to customers in person and/or on the telephone.

Demonstrable understanding of HIPAA.

Demonstrable skills using word processing and spreadsheets.

Preferred Qualifications:

Two (2) years experience with EPIC

Bachelor's degree in health Information management OR four (4) years experience in release of health care information in a hospital or clinic setting.
