Northrop Grumman Mission Systems (NGMS) Space Park Engineering, Science & Technology (ES&T) team seeks to fill the position of Software & Digital Technologies (SWDT) Department Manager (DM).

This position is responsible for providing the people, processes and tools to meet the current and future needs of the programs and technologies within the NGMS portfolio. The SWDT National Department Manager will provide the technical and people leadership needed to establish and maintain a world class engineering organization supporting the Space Park programs, IRADs, CRADs, and new business pursuits, as well as collaborate with ES&T leadership from other sites to support intra-division and cross-sector pursuits and initiatives. Responsibilities include leadership of the Section Managers (technical staff managers), day-to-day communications with ES&T and program leadership to understand and influence demands and resource allocations, oversight of employee engagement and recognition, performance management, and resolution of personnel issues. In addition, the SWDT DM identifies and resolves skill gaps, provides staffing forecasts and placements through close collaboration with functional and business element stakeholders, develops and executes personnel and career growth development plans, and works to define and advance engineering best practices and policies. The SWDT DM also supports college and professional engineer recruiting, including participation in both internal and external hiring and recruiting events, interviews, as well as general technical staffing decisions. Moreover, the SWDT DM will share in the development and orchestration of the Summer Intern and Professional Development Programs for in-college and recent college graduate hires.

SWDT DM responsibilities also include providing functional oversight in support of bid and proposal inputs for future pursuits, independent technical reviews (IRT) of major programs and Research & Development (R&D) projects, as well as organizational budget management. The SWDT DM will be expected to collaborate with the ES&T Business Facing Lead organization in establishing and maintaining the discipline specific processes and tools needed to optimize NGMS program execution. The DM will be charged with facilitating and promoting the key program execution initiatives; "Affordability", "Knowledge Management", and "Engineering Utilization", as well as any other execution related process improvement initiatives that are developed as we work to optimize program execution across the NGMS portfolio. This includes the implementation and monitoring of program execution metrics that are collected to measure and quantify engineering efficiency and quality. The role also requires promotion and development of " lessons learned" and "best practices" throughout the ES&T organization sector wide. The SWDT DM will also be expected to be a champion for performance consistency across the technical disciplines to ensure we take advantage of technology reuse, develop and advance common tools sets across NGMS programs, and advocate for training/skill development through all levels of the organization to support these and other performance driving concepts.

Basic Qualifications:

* Bachelor of Science in Engineering or other Science, Technology, Engineering, Mathematics (STEM) discipline

* 8 years of technical experience in any combination of systems or software engineering disciplines

* Minimum 4 years of management experience

* Current DoD Top Secret clearance with the ability to obtain and maintain a SCI clearance

* Working knowledge of Staffing, Engineering Metrics and Training resources, processes, and tools

Preferred Qualifications:

* Breadth of systems and/or software engineering experience on large and small programs and business development activities

* Broad mission area experience including Mission 1 experience

* Time management/multi-tasking skills and a proven ability to follow through

* People focused leadership with proven ability to engage staff

* Current SCI clearance preferred
