Job Details JobScope:

Provide key support to identify areas of improvementsurrounding data collection, processes and system enhancements; driving toexecution with expected outcomes of gains in efficiencies along withcollaborative uses of system support. Actas communicator and facilitator between team and stakeholders, primarily Salesand Facets Configuration partners. Adapt key processes to support and identifyroot cause analysis, reporting, streamlining of work, and processdesign/redesign. Identify and create detailed business rules/workflows gearedtoward business needs. Requires a broad understanding of Blue Shield ofCalifornia's systems, benefits and plan designs and general healthcare productknowledge.

Key Responsibilities:

Identifies opportunities for improvement in operationalperformance and provides analysis and recommendations to management of gaps;drives execution of the appropriate solution

Gather business requirements and provides analysis towardoperational efficiency and drives change within the organization.

Develops, prepares, and analyzes reports necessary for theanalysis and interpretation of data to support cross-functional businessoperations.

Reviews inventory input and output from businessapplications (JIRA, ShieldLink, PlanDocs, etc.).

Support top team initiatives through reengineering ofworkflows with a focus on impact to systems functionality.

May support the development of annual operating plans,capital budgets and forecasts, and builds business cases for new businessinitiatives.

May analyze actual results against plan and forecast andrecommends interventions where appropriate.

Works cross-functionally in analyzing, designing anddeveloping business solutions.

Conducts SIT (System Integrated Testing) and UAT (UserAcceptance Testing) to ensure systems delivery matches requirements andfulfills business expectation.

May provide analytical support for multiple projectssimultaneously, establishes work plans and timelines; coordinates with internaland external sources.

May support presentations to various levels of management,including Executive Leadership, and/or stakeholders.

May represent stakeholders, owners or drivers of variousbusiness initiatives.

Work closely with application developers/owners to deliverrequirements needed for process changes to be effective.

May be responsible for facilitating training on changedprocesses to impacted teams or other areas of business.

RequiredQualifications:

Base knowledge of automated systems in a production oroperations environment

Excellent knowledge of BSC benefits, systems andapplications

Understanding of operational applications (ShieldLink, JIRAand PlanDocs) to effectively translate requirements into formal specifications

Possess the ability to identify, analyze and resolvecross-functional problems related to business operations utilizing statisticalanalysis methodology

Strong process skills (ability to build/restructure currentand new processes)

Strong problem solving/analytical skills

Demonstrated knowledge of and ability to perform analysessuch as, GAP analysis, process mapping, root-cause analysis, risk analysis andrequirements gathering

Interpret business needs

Translate technical issues

Clearly communicate project details and requirements

Strong oral and written communication including publicspeaking and presentation skills

Excellent math, analytical and problem-solving skills and masteryuse of analytical tools (e.g. Excel graphs)

Demonstrated project management skills

Self-motivated with the ability to work with direction toothers

Ability to work with ambiguity and willingness to fail fastwhile being able to seamlessly pivot as necessary

Strong ability to multi-task and prioritize workappropriately

Education:

B.A. / B.S degree and minimum of four years relatedexperience and/or training, or equivalent experience
