Description of Work

* Recruitment Range: $60,530 - $92,309* Salary Grade: GN16

The primary purpose of this position is to prepare, execute, and maintain the Division's operating budget. The position works with a number of major federal funding sources which constitute a significant portion of the Division's revenues. Some of these funding sources have different Federal Financial Participation (FFP) rates and others are grant based. The Division's revenues also include receipts and state appropriations. These responsibilities serve as a larger umbrella for numerous activities that include:

* Serving on the Division's Management Team

* Preparing the Division's budget, overseeing its execution, and maintaining expenditures within the budgeted parameters.

* Directing the development and maintenance of the Division's cost-allocation plan (CAP).

* Developing and submitting the Division's annual federal Medicare/Medicaid budget, supplemental budgets, and expenditure reports to CMS and other federal funding sources.

* Preparing budget revisions that make adjustments to the Division's authorized and certified budgets (Type 11 and 12) as well as internal budgetary adjustments to specific funds (Type 14).

* Developing the Division's biennial continuation and expansion budgets.

* Preparing the Division's monthly and/or quarterly allotment requests.

* Monitoring the Division's cash balances and salary reserve balances.

* Coding and approving bills/invoices for payment by the DHHS Office of the Controller, e.g., travel invoices. This responsibility also includes pre-auditing functions as mandated by GS 159-28.

* Authorizing salary amounts and approving Personnel Actions forms in the BEACON system that have been prepared by the Human Resources staff.

* Ensuring the accuracy and completeness of monthly payroll, health insurance, and workman compensation payments.

* Performing monthly and year end close-out procedures, including reversion and carry-forward estimates.

* Meeting regularly with Section Chiefs and other members of the Management Team to review the budget and identifying/executing any necessary adjustments.

* Directing and overseeing the operations of the Division's Office of Contracts and Procurement.

* Directing and taking personnel actions for Division's Budget Office staff of 8 FTE's.

The Division of Health Service Regulation (DHSR) provides for the health, safety and well-being of individuals through effective regulatory and remedial activities including appropriate consultation and training opportunities and by improving access to health care delivery systems through the rational allocation of needed facilities and services. The Human Resources Office in the DHHS Division of Health Service Regulation provides comprehensive HR services to approximately 570 employees located in Raleigh and across the state.

Management Preferences:

Government accounting experience

Minimum Education and Experience Requirements

Bachelor's degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and three years of progressive related experience, in which, two years should be in a supervisory role, or equivalent combination of education and experience.
