Position Summary

Assists to analyze and evaluate programs or projects to provide program and project managers information to be used in planning, monitoring, and resource allocation to include financial and contractual data. Develops plans including budgets and schedules to meet contractual/project requirements.

The applicant will provide support for surface ships supporting the NAVSEA BAWP process. Tasking includes working with the Ship Maintenance Team and stake holders to ensure BAWP is appropriately populated with life cycle planned and Life cycle critical corrective maintenance. Candidate will be responsible for capturing the requirements due in the FRP and the 180 days after the OFRP , should maintenance actions be delayed ensure proper branding of the technical requirements . Candidate will also track and report the execution of Baseline Availability Work Package (BAWP) items throughout a ship's Fleet Response Plan (FRP).

Duties and Responsibilities

Specific duties will include:

Track, analyze and report execution of BAWPs

Coordinate team members from a wide variety of internal and external entities (including TYCOM, NAVSEA, SURFMEPP, RMC and others) to coordinate the BAWP/AWP process.

Participates in conferences at A-360, A-240 and A-120 and avail close out reviewing the status of Class Maintenance Plan (CMP) tasks, modernization planning/execution, CASREPs, Departure from

Specifications (DFS), Temporary Standing Orders(TSO)s, Long Lead Time Material (LLTM), and general repair jobs.

Prepare letters for the command to publish concerning meeting minutes and meeting scheduling when required at intervals IAW Joint Fleet Maintenance Manual (JFMM)

Reviews BAWP item deferrals authorized by Platform Engineers for rebranding on shore file by SURFMEPP

Collect data and participate in other cross-functional analyses to identify BAWP/AWP trends and issues.

Coordinate with Assessment Directors and Detachment representatives to support the management of assessment planning and execution


Education and Experience

Bachelors degree in related discipline plus 5 to 7 years of directly related experience in technical program planning, administration, budgets, and development.

In some cases, educational requirements may be adjusted or waived for more than 9 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Proficient in Microsoft Office programs and other database and maintenance management tools and software

Must poses excellent written and verbal communication skills, ability to work independently, attention to detail, and demonstrated customer interaction

Have or be able to obtain a US Secret security clearance

Knowledge of relationships, policies, and procedures for U.S. Navy ship maintenance between RMCs, NAVSEA, TYCOM, and Private and Government Shipyards

Experience working on naval projects including design, maintenance, repair, testing, installation, or ship modernization

Proven work history with Port Engineers, RMCs, and Shipyards.

Experience on surface ships is strongly desired

Knowledge, Skills, Abilities

Knowledge of government or other contracting environment relating to technical, scientific and analytical services, and identification of new business opportunities.

Excellent communication, organizational and interpersonal skills.

May require knowledge of Federal Acquisitions Regulations (FAR) and other DoD procurement policies and procedures.

A SECRET security clearance is required for employment.
