About the Position: As a LEAD Budget Analyst for Portland District. You will perform a wide range of a Lead Budget Analyst duties for the administrative and analytical duties in the formulation, presentation, and execution of the Portland District Command Operating Budget.

* You will lead the Budget Team to formulate and implement the development, execution, analysis, and evaluation of the Command Operating Budget.

* You will provide continuity and consistency of immediate, day-to-day work direction and effort through individual example of work output and/or effective coordination and control of well-planned and organized analytical methods and techniques.

* You will relays information to team members on changes in policy, directives, and procedures; resolves simple informal complaints of employees, referring others to supervisor.

* You will and provide information to supervisor, as requested, concerning performance, progress training, and other needs of employees.

* You will participate in briefings to District Financial Manager, Commanding Officer and Operating Officials on budget and financial analysis findings.

* Maintains fiscal control over current civil works allowances to the project level.

* You will monitor the execution of the approved District Command Operating Budget to assure that revenues and expenditures are properly allocated in support of mission objectives.

Travel Required

Occasional travel - You may do occassional travel for TDY, training, meetings, and site visits

* This is a Financial Management Level 2 Certified position. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: experience related to the tracking and execution of annual operating budgets using a complex financial management system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

You will be evaluated on the basis of your level of competency in the following areas:

* Performance Measurement

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
