Outpatient Counseling, Department Manager- Independently Licensed Behavioral Health Professional

ob Summary

Provide direct services and manage behavioral health rehabilitation services for consumers enrolled in the agencys Outpatient Counseling Program. Function as the central point of contact leader for operational management, programming, and clinical supervision.

Essential Functions

* Operational management and clinical supervision of Outpatient Counseling staff to include staff schedules, PTO approval, all departmental reporting requirements, and curriculum oversight

* Applies best practice standards and outcome measurements to provide leadership and guidance to agency staff as related to clinical and operational practices

* Ensure the delivery of culturally competent behavioral health and social services consistent with the Agency's mission, goals, licensure rules, accreditation standards, and best practices.

* Conduct and document individual initial and ongoing assessments.

* Develop individualized treatment plans in coordination with consumers' clinical teams and individual service plans.

* Participate in quality assurance and utilization review including admission, service continuation, transition planning, and discharge reviews.

* Ensure that participant records, treatment statistics, and other documentation are maintained according to established standards to include the approval of Treatment Plans and Assessments.

* Plan, organize and conduct therapy, social, recreation and/or support groups

* Conduct individual and family treatment sessions, as appropriate to consumer treatment plans.

* Provide emergency face to face counseling and/or crisis intervention as needed to avert or in response to consumer relapse.

* Develop and maintain effective working relationships with community agencies, case managers and clinical teams.

* Participate in clinical staffing and individual service planning sessions with case managers, treatment staff, family members and others to identify and meet consumer treatment needs.

* Identify the types and amounts of support consumers require for independence.

* Maintain information on community resources for consumer assistance and support.

* Provide education, assistance and support to family members and others involved with the consumer to enhance awareness of mental and emotional illness and to increase their ability to contribute to the rehabilitation process.

* Participate in oversight of the health, safety and welfare of consumers in the treatment programs.

* Provide back up to other outpatient staff as needed and/or as assigned.

* Maintain Arizona State Certification and provide current copy of certification to PSA HR Coordinator.

* Other duties as negotiated.

Qualification Requirements

Credentials/Education/Experience:

* Current Arizona State license at the independent level in Social Work, Counseling, Marriage and Family, and/or Substance Abuse.

* Master Degree in Social Work, Counseling, Psychology or a related human service field.

* Registered Clinical Supervisor with Arizona Board of Behavioral Health Examiners to provide clinical supervision for Associate level Behavioral Health Professionals working towards independent license.

* Minimum of two years program or supervisory experience with the adult SMI/GMHSA population in a mental health center setting.

* Bilingual preferred but not required.

* Current and valid certification in first aid and cardiopulmonary resuscitation and valid drivers license.

Knowledge of:

* Behavioral health assessment and rehabilitation.

* Recovery principles, Co-occurring Model, and methods of psychosocial rehabilitation.

* Special needs and characteristics of the client population.

* Counseling principles and methods.

* Methods used to prevent violent behavior or behavior harmful to the client or others.

* How to provide behavior management in crisis situations.

* Indications, common side effects, reactions and interactions of medications commonly

used by the client population.

* Community resource and referrals

* Documentation of consumer activities and progress according to accepted professional and agency standards.

Skills:

* Typing proficiency for documentation into an electronic medical record

* Problem solving for independent managerial decisions, when appropriate

* Excellent interpersonal and communication skills.

* Group curriculum development, implementation, and facilitation.

* Ability to develop and implement treatment plans within the framework of a clinical team.

* Able to develop groups that will address skill deficits through specific content and focus.

* Can promote client responsibility, mastery and to recognize symptom exacerbation.

* Creative, energetic, flexible and to serve as a healthy role model for staff and clients.

* Ability to provide behavior management and activity supervision Physical Requirements

Lifting/Pushing/Pulling:

Must be able to push and pull file cabinet/desk drawers open and closed daily

Body Positions/Movements:

Must be able to retrieve items/supplies on overhead shelves and bend/stoop to reach files, supplies and items located in bottom cabinets. Occasionally drives to and from consumers homes.

Hand Use/Sense:

Manual dexterity sufficient to use calculator, telephone, keyboard and various office machines on a daily basis and be able to write. Must be able to communicate both in person and on the telephone, enter information on the computer and read various instructions. Be able to read numbers, reports, and computer terminals.

Mental Requirements

Must be able to analyze many variables and choose the most effective course of action. Personal maturity is an important attribute. Must be able to resolve problems, handle conflict and make effective decisions under pressure. Ability to give, receive, and analyze information, prepare written materials, and articulate goals and action plans. Ability to do simple math calculations, input data into the computer, and analyze data as requested.

Equipment to Be Used

Must be able to operate computer and other office machines such as fax, calculator, telephone, copy machine, and so on.

Working Conditions

Usually works in a typical office setting. Some time is spent at consumers homes in providing in-home counseling.
