The City of Paris, Texas, a dynamic, diverse and full-service community of 25,171 residents, is the county seat and principal commercial center of Lamar County, located at the intersection of US Highways 271 and 82 approximately 100 miles northeast of Dallas near the Red River. Lamar County is in Northeast Texas and borders the State of Oklahoma. As the largest city in the area, Paris serves as the retail, recreational and medical hub of the region. Tourists are attracted to the area by activities on Lake Crook and Pat Mayse Reservoir. Pat Mayse Reservoir is located 15 minutes from Paris and provides 6,000 acres for boating, fishing, and camping. The City of Paris operates under the council/manager form of government. Consistent with this structure, citizens elect seven City Council members. Following the election, the City Council selects from its members a Mayor and a Mayor Pro-Tem. The City Council then hires a City Manager to direct the operations of the City. The City Manager is the chief administrative officer and is responsible for implementing the council-established goals, priorities, policies and initiatives. The City's General Fund Budget for Fiscal Year 2019-2020 is $23.6 million, and the Water & Sewer Fund Budget is $15.1 million. Total staffing includes 331 full-time equivalents. Paris voters have adopted a 4-A sales tax (one-quarter cent) earmarked for economic development and administered by the City Council-appointed Paris Economic Development Corporation.

Eligible candidates will hold a bachelor's degree in business administration, finance, marketing, or a closely related field. A minimum of five (5) years of related professional experience serving a thriving community of comparable or larger size and service delivery are required. A Master's in public administration or a related field and Certification by the International City/County Management Association (ICMA) is preferred but not required.
