The Technical Analyst Int. facilitates the coordination and integration of program-related activities through vendor-supported and in-house developed software. Incumbent will define system scope, objectives, and business requirements to meet user needs, assist business customers in making informed decisions regarding the development, configuration and functionality of their application, and provide technical consulting to end users on systems projects. The incumbent provides coordination and services relevant to key functions of software supported by the IS Department, which supports a variety of end users in areas including, but not limited to, Compliance, Finance, Audit and Oversight, Accounting, Human Resources, and Information Services. The incumbent will contribute to the support and maintenance of assigned applications and serve as a technical point-of-contact.

Position Responsibilities:

* Work with in-house senior analyst and development staff or vendor to devise or modify procedures to solve complex problems considering system capability, criticality of issue, and desired results.

* Develop, generate, and maintain standard, custom, and ad-hoc reports and/or queries from the applicable source system. Monitor, audit and administer database integrity and security, where relevant, and review generated reports to ensure accuracy. Research and recommend solutions to system issues.

* Evaluate, analyze, design, and maintain system configuration data, work process design and flow. Assist in identifying new application requirements and the software products to fulfill these needs. Make alterations or improvements to maximize programs/technology to meet business requirements within the constraints of the system.

* Develop and produce IS solutions for assigned projects. Work closely with vendor, requesting business department, IS staff and other users to research and resolve system and/or user problems. Perform functional configuration tasks for IS modules and tables to satisfy requests for fixes, changes and enhancements. Perform testing and troubleshoot related issues.

* Participate in the design and implementation of new IS modules and other system enhancements. Investigate, analyze, and make recommendations for process flow, data storage, test plans, user documentation and training.

* Analyze program logic with upgrades to vendor changes as well as technical infrastructure impacts.

* Work with business departments to assist with their requirements, document 'as is' and 'to be' process flows, define options and methods to accomplish preferred results, QA data to their satisfaction for program implementation to production, and provide technical support for applicable business staff in using the IS-supported system.

* Other projects and duties as assigned.

Required Skills

* Effectively utilize computer and appropriate software and interact as needed with CalOptima staff.

* Communicate effectively both verbally and in writing with all levels within the organization.

* Create SQL Objects (tables, stored procedures, views, jobs, etc.) using SSMS.

* Translate Business Requirements to SQL Code.

* Develop workflow solutions for business processes.

* Provide technical support for a variety of third party and inhouse developed software solutions.

Required Experience

Experience & Education:

* Bachelor's degree in Business, Information Technology, or other related field or equivalent work experience required.

* 2-3 years of IS technical application support experience is required.

* 2-3 years background in Information Services, health services related is helpful.

* 2-3 years background in establishing, maintaining, and auditing application security software.

* Extensive experience with system interfaces and data mapping preferred.

* SharePoint, workflow automation, third party vendor solution configuration experience.

* Experience implementing and supporting Compliance, Finance, HR, and IS business process Corporate Applications.

Knowledge of:

* 2-3 recent years work with Microsoft Office and SharePoint tools: Word, Excel, PowerPoint, Visio, MS Project and SharePoint.

* 2-3 years system support.

* 2-3 years Computer hardware and software troubleshooting techniques.

* Ability to acquire knowledge in the areas of Policies and procedures, general responsibilities, requirements and regulations pertaining to any one of a variety of business departments at CalOptima.

* Methods and techniques for organizing and implementing programs or projects.
